Changeout of Vessels 3B, 4A & 4B
Sealed bids will be
received by the City of Martinsburg at City Hall, for the Granular Activated Carbon Changeout of Vessels 3B, 4A & 4B, until 2:00 p.m., June 1, 2021. Bids will be publicly opened at 2:00 p.m. on June 1, 2021, in the
J. Oakley Seibert City Council Chamber, 2nd Floor, City Hall,
232 N. Queen Street,
Martinsburg,
West Virginia.
This contract consists of a full service granular
activated carbon (GAC) changeout including removal and disposal of spent GAC media from vessels 3B, 4A and 4B, furnishing, delivery and installation of virgin GAC media, and support during installation and startup.
Electronic copies of the Bidding Documents will be provided by the City of Martinsburg to potential bidders upon request. Potential bidders shall contact George B. Rest, P.E. at Ramboll Americas

to obtain the bidding
documents. It is the responsibility of any
person or organization
interested in a hard copy of the Bidding Documents to pay all costs associated with printing.
Each proposal must
be accompanied by a
certified check or bid bond in the amount of ten (10%) percent of the total bid,
as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is
awarded to him.
Suspension and
Debarment – Recipient shall not entertain the use of businesses that are listed with Exclusion Records at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B
and C of 2 CFR Part 180.
The City reserves the right to reject any or all bids, to accept or reject any part of any bid, and to waive any irregularities as may be deemed to be held in the best interest of the
City of Martinsburg.
