ADVERTISEMENT FOR BIDS
CITY OF SISTERSVILLE
WATER METER BID
WATER SUPPLY SOURCE & WATER SYSTEM
IMPROVEMENTS PROJECT
CONTRACT #2020-02

Separate sealed Bids for the following installation work
and/or furnishing of materials will be received by the
City of Sistersville, Tyler County, West Virginia, until
11:00 A.M., L.P.T., on June 2, 2021. Immediately
following the scheduled closing time for the reception of
Bids, all Bids which have been submitted in accordance
with all Contract Documents will be publicly opened and
read aloud. There will be no Pre-Bid Conference held.
The Contract Documents may be examined at the

Documents may be obtained by contacting S & S
Engineers, Inc. and requesting a free digital copy (PDF).
A printed copy of the Contract Documents may also be
obtained upon a nonrefundable payment of $30.00.
Bidders wishing to have plans mailed will be charged an
additional $15.00 per contract. After Bid opening, a
Bidder may not withdraw his Bid for a period of sixty
(60) days. The Bid opening procedures shall be a
two-envelope system. The system shall consist of two
separate and distinct envelopes each with proper
identification. The envelopes shall be identified as “Bid
Opening Requirements” (first envelope) and the other as
“Bid Proposal” (second envelope). The first envelope
must be submitted in a sealed envelope containing
Bidder Questionnaire, Acknowledgement of Addenda,
and any other necessary documents as specified in the
Bidder’s Checklist. The second envelope must be a
separate sealed envelope containing the Form of
Proposal for the contract that is being bid. Both the first
envelope and second envelope must have the following
information in the lower left hand corner: Name and
Address of Bidder, Bid for Water Meters, Contract No.
2020-02 – Water Supply Source & Water System
mprovements, Opening Time 11:00 A.M., L.P.T., on
June 2, 2021.The first envelope will be opened first, and
required documents as listed on the Bidder’s Checklist
will be checked to make sure that all the documents are
in order. If the documents are found to be in order, the
second envelope containing the Bid will be opened and
publicly read aloud. If the documents are not in order,
then the second envelope shall be returned to the
Bidder unopened. At that time, the Engineer will declare
the bidder non-responsive. The work to be bid upon is
generally described as follows: Contract No. 2020-02:
Water Supply Source & Water System Improvements
Water Meters Base Bid: 1. Supply approximately 702 X
5/8″, 2 x ¾”, 10 x 1″, 1 x 1-1/2″, 12 x 2″ no-lead bronze
alloy meters, 8-dial hi-res encoder with AMI endpoint
(compatible with system bid), waterproof inline
connectors, 5′ or 10′ wire, pit through lid mount or
outdoor wall-mount enclosure, include EPDM meter
gaskets. 2. Provide set-up, hosting, on-site training, and
billing system integration. Additive Alternate A: 1.
Provide approximately 683 various size polymer meter
pit lids (12.5″ – 16″) 2. Provide installation for various
sized meters, interior and exterior locations Prospective
Bidders are advised that the contract awarded under
this Advertisement for Bids is to be funded in whole or in
part by the State of West Virginia, Infrastructure and
Jobs Development Council. Neither the State of West
Virginia or the United States nor any of its departments,
agencies, or employees is or will be a party to this
Advertisement for Bids or any resulting contract. Bidders
must comply with the President’s Executive Order Nos.
11246 and 11375, which prohibit discrimination in
employment regarding race, creed, color, sex or
national origin. Bidders must comply with Title VI of the
Civil Rights Act of 1964, the Anti-Kickback Act, Section
3 Segregated Facilities, Section 109, and the Contract
Work Hours Standard Act. SUSPENSION AND
DEBARMENT Recipient shall not entertain the use of a
business with a registration at www.sam.gov showing
exclusions, in accordance with 2 CFR Part 1532 and
Subpart B and C of 2 CFR Part 180.
NONDISCRIMINATION IN EMPLOYMENT Bidders on
this work will be required to comply with the President’s
Executive Order No. 11246. The requirements for
bidders and contractors under this order are explained
in the specifications. The City of Sistersville will consider
informal any bid not prepared and submitted in
accordance with the provisions hereof and reserves the
right to reject any and/or all Bids.
