REQUEST FOR
PROFESSIONAL
SERVICES
The Hancock County PSD, a public utility, which provides sanitary sewer collection and treatment services in Hancock County, West Virginia, is accepting Statements of Qualifications from qualified persons or firms to provide engineering and construction management services, which will include a preliminary engineering study and report, design services, including drawings, preparation of construction plans and specifications, bid documents, construction administration/management and observation services for proposed upgrades to the Hancock County PSD two wastewater treatment plants and multiple pump stations in Hancock County, West Virginia. The Hancock County PSD reserves the right to select an individual person or firm or multiple persons or firms to complete these projects based on their rankings. The Hancock County PSD will select an individual(s) or firm(s) and negotiate projects individually or as a whole based on ranking. Procurement of said services would be in accordance with Chapter 5G-1-3 of the West Virginia Code.
Interested persons or firms must submit five (5) copies of all requested information to

by 4:00 p.m. on June 08, 2021, in order to receive consideration. These proposed projects may be financed in part by grants from the U.S. Department of Housing and Urban Development (HUD), the Appalachian Regional Commission (ARC), the West Virginia Infrastructure and Jobs Development Council (IJDC), the West Virginia Department of Environmental Protection (WV DEP), and/or the West Virginia Development Office.
Proposals must include:
1.Experience of the firm with grant-funded projects.
2.Experience in infrastructural design (wastewater) and construction management of this type of project.
3.Qualifications of personnel directly involved in the project.
4.Related prior experience.
5.Workload to fulfill the commitments.
The selected person or firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions, Architect’s Certification and all other requirements as they related to HUD- funded projects.
The Hancock County PSD will interview and select the most qualified individual(s) or firm(s) and prioritize the projects as to their critical need. The Hancock County PSD might choose to suspend negotiation on the specific project(s) after the selection of an engineer.
The Hancock County PSD will afford full opportunity to minority and women- owned business enterprises to submit a show of interest in response to this request and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.
