General Notice

The Corporation of Shepherdstown (Owner) is requesting Bids for the construction of the
following Project:

Contract No. 1 –
Water Treatment Plant Improvements

Bids for the construction of the Project will be received at the Corporation of Shepherdstown located at 104 North King Street, Shepherdstown, WV 25443, July 7, 2021 at 2:00 pm local time. At that time, the Bids received will be publicly opened and read.

The Project includes the following Work:

Contract 1 – Water
Treatment Plant

The Work includes the
upgrade of the existing water treatment plant consisting of: removing and replacing the filter media and underdrains in the two (2) gravity filters; removing and replacing existing filter control valves and controls; new 800 GPM Factory-Built Raw Water Pump Station; excavation and bank stabilization in Town Run; installation of an UV Disinfection Unit in the existing Filter Effluent piping; installation of a flow meter and vault in the existing 10″ raw waterline from the raw water intake on the Potomac River;
remove and replace the existing raw water pumps and controls; site piping; repairs to existing fence; emergency generator; electrical work; demolition work; site work; pre-construction video recording and all other
associated work.

No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $225.00.

Pre-bid Conference

A pre-bid conference for the Project will be held on June 23, 2021 at 2:00 pm at the Shepherdstown City Hall, 104 North King Street, Shepherdstown, WV 25443.

Bid Security

A certified check made out to the Corporation of Shepherdstown, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the Corporation of Shepherdstown, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of
West Virginia, and/or
local ordinance.

Bidding Method

The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

Envelope No. 1

a. Bid Bond

b. Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract Documents

c. West Virginia Contractor’s License (Copy)

d. Drug-Free Workplace Conformance Affidavit

e. Bid Form

Contractor’s License

All bidders are required to have a West Virginia Contractor’s License per Section ยง21-11-11 of the West Virginia Code.

Drug Free Workplace

West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the
provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification
of such bid.

Time of Completion

The Time of Completion for Contract No. 1 shall be 365 consecutive calendar days beginning with the Award of Contract and written Notice to Proceed. Liquidated damages shall be $1,000.00 per day.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Bids received after the scheduled closing time for the reception of bids will be returned unopened
to the bidders.
