FOR BIDS
To Whom It May Concern:
Sealed proposals for the Wheeling Island Gateway Park Project – Phase I Improvements will be received by the City of Wheeling (OWNER), located at 1500 Chapline Street, Wheeling, WV 26003, until 2 pm local prevailing time on August 10th, 2021 at the City Manager’s Office, at which time and place all accepted bids will be privately opened. After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner. A notice of award will be made public within 2 weeks of the bid opening. Bids are being solicited for all the work on the project.
The Work of this Project includes the following general elements:
“Construction of sidewalk and stormwater improvements along South Front Street.
“All other improvements as identified in the plans and specifications
A Mandatory pre-bid meeting will be held on July 22nd, 2021 at 10:00 am at the City Manager’s Office located at located at 1500 Chapline Street, Wheeling, WV 26003. All prime bidders are required to attend the pre-bid meeting to familiarize themselves with the project location, site conditions, and other relevant information. A site visit / walkthrough with the OWNER will be held immediately after the mandatory pre-bid meeting for those wishing to familiarize themselves with the site.
The bidding documents consist of the plans, and specifications. Digital copies of the plans and specifications may be obtained at no additional cost to the prime contractor at the location listed above.

by 5:00 pm July 26th, 2021. Answers to technical questions and associated addenda will be sent out no later than 5:00 pm July 27th, 2021.

A certified check in the amount of ten percent (10%) of the total Bid, or a satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the state of West Virginia in an amount equal to ten percent (10%) of the total Bid must be submitted with each Bid. The successful Bidder will be required to execute a contract and provide a Performance Bond and a Labor and Material Payment Bond for 100% of the contract award. All General Contractors shall include their license number in the space provided on the Bid Form.
After the scheduled closing time for receipt of Bids, no Bid may be withdrawn for a period of 90 days.
