PUBLIC NOTICE In accordance with the Oil Pollution Act of 1990 (33 USC 2714(c)), Appalachian Power Company has been named as the potentially responsible party for a discharge of approximately 4,900 gallons of non-PCB mineral oil from the East Lynn Substation facility located at 2271 Rock Springs Development, West Virginia, into Camp Creek on January 14, 2026. This spill impacted Camp Creek, and as the potentially responsible party, Appalachian Power Company is accepting claims for certain uncompensated damages and removal costs. Removal costs and damages which may be compensated include removal costs performed in accordance with the National Contingency Plan; damage to natural resources; damage to or loss of real or personal property; loss of subsistence use of natural resources; loss of government revenues; loss of profits and earnings capacity; and increased cost of public services. A claim form will be made available on the website provided below to help administer the processing of claims. Claims presented may include claims for interim short-term damages representing less than the full amount to which the claimant ultimately may be entitled. It should be noted that payment of such a claim shall not preclude recovery for damages not reflected in the paid or settled partial claims.
