Merit Development, Inc. has submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental cleanup at a portion of the former Owens Illinois Plant #3 property under the Voluntary Remediation and Redevelopment Act. The site is located at 1417 Morgantown Avenue, Fairmont, Marion County, West Virginia, and is comprised of approximately 26 acres of property.
The site is a portion of the former glass manufacturing plant operated as Owens Illinois Glass Company Plant #3 from 1912 until 1983. Various other entities have owned and/or operated portions of the site since that time. J&J Manufacturing performed building and structure demolition and scrap metal operations at the site following closure of the Owens Illinois Glass Company. Clean Metal, LLC operated a metals processing and recycling facility at the site. There have been no known operational activities at the site since Clean Metal, LLC ceased operations in September 2002. An environmental investigation at the site in 2008 documented that both soil and groundwater have been impacted. Chemicals of Concern (COCs) were determined by screening maximum concentrations of contaminants in soil and groundwater against conservative benchmarks developed to be protective of human health. COCs included low concentrations of metals and polycyclic aromatic hydrocarbons. Future site use is anticipated to be industrial.
The Office of Environmental Remediation (OER) at the WVDEP is currently negotiating a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the historic operations at the site. The agreement includes provisions for identifying human health and ecological risks associated with current and potential uses of the site; establishing appropriate remediation standards; and performing additional remedial actions, if necessary, to meet those standards. Upon completion of remediation, the applicant will submit a final report to OER to confirm that the work performed meets all applicable remediation standards.
