Professional Environmental Consulting Services

For U.S. EPA Brownfields Grant Implementation

 

The Braxton County Development Authority, Inc. (BCDA) is seeking proposals from highly qualified environmental consulting firms to provide Professional Environmental Consulting Services for its Brownfield Community-Wide Assessment Program (66.818). This project is funded by a $500,000 U.S. Environmental Protection Agency (EPA) Brownfields Assessment Grant.

Funding Source: U.S. EPA Brownfields Grant (#BF-953A0160).

Scope of Services: The selected consultant will be responsible for providing a comprehensive range of technical and program management services, including, but not limited to:

  • Grant administration, ACRES reporting, and progress reviews with the EPA.
  • Conducting Phase I and Phase II Environmental Site Assessments (ESAs).
  • Developing Quality Assurance Project Plans (QAPPs), Sampling and Analysis Plans (SAP), and Health and Safety Plans (HASP).
  • Develop Reuse & Remedial Action Plans for applicable sites.
  • Develop cost-effective and efficient scenarios for cleanup and remediation.
  • Reuse Planning to support tourism and outdoor recreation economy.
  • Community engagement and public outreach activities.
  • Ensuring compliance with all federal, state, and local environmental regulations.

Procurement Requirements: This procurement is in accordance with section 5G of the West Virginia State Code and is subject to the federal requirements of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200), including qualifications-based procurement procedures.

Proposals will be evaluated based on the firm’s qualifications, experience, and technical approach, with compensation negotiated separately with the most qualified firm. Technical qualifications and experience will be weighted heavily in the selection process.

Disadvantaged Business Enterprise (DBE) Participation: Qualified Woman-owned businesses (WBE), Minority-owned businesses (MBE), and Veteran-owned businesses (VBE) are strongly encouraged to respond. All respondents must comply with the DBE good faith effort requirements as outlined in 40 CFR Part 33.
