Tariff filing to reflect a surcharge to increase current rates – Mitchell Settlement

NOTICE OF FILING

 

On June 7, 2019, Appalachian Power Company (APCo) and Wheeling Power Company (WPCo) (collectively referred to hereinafter as “the Companies”) submitted a tariff filing with the Public Service Commission of West Virginia (“the Commission”) reflecting a surcharge to increase their current rates, effective January 1, 2020, as had been approved by the Commission in Case No. 14-0546-E-C. The Companies’ tariff filing is on file and available for public inspection at the Commission’s offices at 201 Brooks Street, in Charleston, West Virginia, and may be viewed on the Commission’s website, www.psc.state.wv.us. This tariff filing is designated Case No. 19-0564-E-T.

 

The Companies state that the purpose of the tariff filing is to reflect a surcharge to increase current rates arising from WPCo’s acquisition of one-half of the ownership of certain assets of the Mitchell Power Plant and associated facilities in Moundsville, West Virginia, which acquisition was approved by the Commission in 2014. As part of this acquisition, the Companies were permitted to reflect 82.5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the costs associated with WPCo’s Mitchell interest in rates. As approved by the Commission, 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the costs associated with WPCo’s Mitchell interest would be reflected in rates on or after January 1, 2020. Case No. 19-0564-E-T is the Companies’ filing to collect the additional 17.5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} portion of the Mitchell costs needed to reflect, in rates, 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the costs associated with WPCo’s Mitchell interest.

 

This surcharge to increase current rates, if approved, would result in rate increases, by customer class, as follows:

Individual customers may receive increases that are greater than or less than the amounts shown here, depending on usage. The requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Commission in its review of this filing and of future rate filings.

 

Anyone desiring to protest Case No. 19-0564-E-T should file a written protest that briefly states the reason for the protest at any time during the pendency of this case. Anyone desiring to intervene in Case No. 19-0564-E-T should file a written request to intervene that briefly states the reason for the request to intervene.

Requests to intervene must comply with the Commission’s rules on intervention set forth in the Commission’s Rules of Practice and Procedure and must be filed within thirty days of this publication, unless otherwise modified by Commission Order.
