PUBLIC SERVICE COMMISSION
OF WEST VIRGINIA
CHARLESTON
CASE NO. 17-0280-E-P
APPALACHIAN POWER COMPANY and
WHEELING POWER COMPANY, public utilities,
Petition for review of Vegetation Management
Program and True-Up of VMP Surcharge.
NOTICE OF FILING
AND HEARING
On March 1, 2017, Appalachian Power Company (APCo) and Wheeling Power Company (WPCo) (collectively Companies) filed their 2017 petition for Commission review of their Vegetation Management Program (VMP). The Companies’ initial filing included the prefiled direct testimonies of Phillip A. Wright and Charles W. Gary. The VMP Surcharge and the process for annual Commission review and true-up were established by the final order entered in Case No. 14-1152-E-42T. On June 30, 2016, the Commission entered an order adopting a Joint Stipulation and Agreement for Settlement in Case No. 16-0240-E-P that provided that the Companies would not propose an increase in the then-current VMP Surcharge to be effective before July 1, 2018. As outlined in the Direct Testimony of Mr. Gary, the VMP was under-recovered by $33 million as of December 31, 2016. In accordance with the Stipulation in Case No. 16-024O-E-P, the Companies are not requesting any change in the VMP Surcharge Rate in this proceeding.
The Commission has scheduled an evidentiary bearing for 9:30 AM on Thursday, June 29, 2017, in the Howard M. Cunningham Hearing Room at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia 25301.
