REQUEST FOR ENGINEERING PROPOSAL The City of Oak Hill, West Virginia, is in the process of obtaining qualification proposals from consulting engineering firms to provide advice and engineering services in assisting the City to come into compliance with permitting requirements of the Clean Water Act in accordance with 40 CFR 122.32(a)(1) and for general stormwater projects. The selected consultant will be expected to provide the City with guidance in determining modifications and/or controls within the City’s stormwater system which would enable the City to monitor and, if required, treat same in order to comply with the West Virginia small MS4 general permit for stormwater and to provide, as requested, guidance in resolving general stormwater issues throughout the City of Oak Hill. The selected consultant will work closely with the Region 4 Planning and Development Council, West Virginia Department of Environmental Protection and other professionals on the project team. Professional engineering services for MS4 related activities and general stormwater projects may include (1) evaluation of MS4 and general stormwater conditions (2) preliminary engineering report (3) construction design in accordance with all state, federal and local regulations that pertain to the proposed project; (4) preparation of bidding and contracting documents; (5) participation in the evaluation of bids received and (6) monitoring and inspecting construction activities on a periodic basis to insure compliance with plans and specifications. Procurement of said services shall be in accordance with 24 CFR Part 85 and West Virginia Code Chapter 5G. All consultant engineering firms interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly technical qualifications and experience with MS4 programs in other municipalities will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected to begin cost negotiations.
