Summary
Notice is hereby given that the Raleigh County Commission (“the Commission”) is requesting a Request for Proposal and Statement of Qualifications to provide professional and technical services for performance of an Environmental Assessment on the former Clear Fork Rail Corridor.
The selected contractor will be responsible for:
1) Updating a Phase I Environmental Site Assessment
2) Finalizing the Sampling and Analysis Plan
3) Performance of a Phase II Environmental Site Assessment

Background
The Commission has been awarded an Abandoned Mine Land POWER grant for, among other deliverables, the transformation of the abandoned 15.12-mile Clear Fork Rail Corridor into a recreational trail. This grant involves a group of project partners, and includes funding for an environmental assessment prior to purchase of the rail corridor by the Commission from CSX Transportation. The project is expected to begin in September or October of 2018.

Request for Proposal –
Proposal Details
A Phase I Environmental Site Assessment was performed on the site in February 2016. The successful contractor will be required to update this report prior to the Commission purchasing the property. A draft Sampling and Analysis Plan (SAP) has been compiled that addresses sampling locations, methods, and projected amounts. The successful contractor will be required to finalize the draft SAP for approval by the West Virginia Department of Environmental Protection and CSX Transportation. The successful contractor will be required to perform a Phase II Environmental Site Assessment, including all required field activities, and completion of a draft report for review and comment by the project team, and completion of a final report. All activities are to be accomplished in accordance with all applicable local, state, and federal laws. A proposal to accomplish each task must include a detailed cost estimate; for cost estimating to accomplish the Phase II Environmental Site Assessment, the proposal is to be based on requirements of the draft SAP (will be provided upon request).
Please include a cost estimate and summary for performance of each of the following tasks:
Task 1: Update Phase I Environmental Site Assessment
Task 2: Finalize Sampling and Analysis Plan
Task 3: Perform Phase II Environmental Assessment

Statement of Qualifications
(SOQ) – Package Requirements
SOQ packages must be prepared and submitted in the following format:
I. Firm Identification and Background
II. Qualifications and Experience of the Firm
III. Knowledge of Local, State and/or Federal Applicable Laws and Regulations
IV. Personnel to be Assigned if Project Awarded
V. Statement of Insurance
VI. References (minimum of 3)

Evaluation Criteria
Each proposal and SOQ package will be evaluated based upon the following criteria:
— Specialized experience, technical competence and qualifications of the firm in performance of environmental site assessments, especially related to rail corridors and/or similar project types
— Quality and completeness of the proposal
— Insurance
— Experience and knowledge of the firm with applicable regulations
— Estimated project cost and budget details

The Commission will utilize a review process including its Board, staff, project partners and outside expertise to score each package, resulting in development of a list of the highest scoring packages. From this list, the highest scoring applicant will be invited to a pre-project start meeting, at which time the project will be reviewed and a decision made by the Commission and its project partners on entering into a contractual agreement. If the Commission and its project partners are not satisfied with the results of this meeting, then the second highest scoring package will be contacted for an interview. The Commission retains the right to reject any and/or all packages.
