LEGAL NOTICE REQUEST FOR PROPOSALS FOR ACCOUNTANT AND ATTORNEY The Town of Oceana, Wyoming County, West Virginia is in the process of obtaining professional services necessary to complete the Town’s water system upgrade project. These services include accountant and project attorney. The selected Accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the IJDC application as well as the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission in addition to any other services needed in relation to the project. The Accountant will work closely with the project’s engineer, administrator and legal counsel. The Project Attorney is an integrate part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction right-of-ways and parcels and review of all contract and related documents as necessary. The Project Attorney will work closely with the project administrator and the project engineer. Procurement of said services shall be in accordance with 24 CFR Part 85.36 (d)(3). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed fee basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner. The object of the competitive bid process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Attention is directed to the fact that the project funding may include but is not limited to, grants and loan funds from the HUD-CDBG program, ARC, BPH, DEP-AML, WVIJDC, and the Rural Economic and Community Development Agency. All work will be performed in accordance with the regulations issued by HUD, ARC, BPH, DEP, RECD and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109. The Town of Oceana will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award. These contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Town of Oceana, price and other factors considered including familiarity and expertise with this type of project.
