Request for Proposals

Hampshire County Development Authority in conjunction with the Hampshire County Broadband Initiative Council is:

Requesting information from ISP Providers and/or Network Operators qualified to enter into a Public Private Partnership for deployment of high-speed broadband in the Capon Bridge Technology Park and surrounding service area. Consideration will be given to firms that are qualified pursuant to law to perform the indicated type(s) of work. The RFI, in PDF format, and all accompanying information and files will be provided in downloadable electronic format via a link sent by email to the sender making the request. No hard copies of the information will be provided. The Hampshire County Development Authority (HCDA) and the Hampshire County Broadband Initiative Council (HCBIC), reserves the right to reject any and all proposals and select the proposal that is in their best interest.

It is critical that interested proposers register with the client agency as soon as possible in order to be fully informed for any addendums, updates, questions, discussions, etc.

PROJECT NAME: Capon Bridge Tech Park Broadband Deployment – Public Private Partnership

PROJECT LOCATION: Capon Bridge Technology Park and surrounding area in Hampshire County, WV

PROJECT DESCRIPTION: The Hampshire County Development Authority (HCDA) In conjunction with Hampshire County Broadband Initiative Council (HCBIC) is requesting information from qualified and experienced Internet Service Providers and/or Network Operators interested in partnering to offer fast, affordable broadband internet services and provide maintenance to end-users in the HCDA owned Capon Bridge Technology Park located on Smokey Hollow Road and project area; with the ability to further develop similar services across Hampshire County. The HCDA as the infrastructure owner has no plans to operate as a network ISP provider, choosing rather to partner with a qualified provider to deploy broadband services, manage and maintain a 144 strand fiber run network. The HCDA views the primary goal of this network to be economic development.

ERRORS AND OMISSIONS IN RFP: Proposers are responsible for reviewing all portions of this RFI. Proposers are to promptly notify the agency, in writing, if the Proposer discovers any discrepancy, omission or other error in the RFI.
