REQUEST FOR PROPOSALS FOR CONSULTING SERVICES The Region I Planning and Development Council (PDC), serving the West Virginia counties of McDowell, Mercer, Monroe, Raleigh, Summers, and Wyoming, is in the process of selecting a professional consultant to prepare and update the Hazard Mitigation Plan for the towns, municipalities and counties within the region. Services of the consultant shall include but are not limited to (1) hazard identification and risk assessment, (2) writing the plan, (3) identifying and recruiting stakeholders (4) facilitating and attending community and stakeholder meetings, (5) coordinating community input, (6) creation of ArcGIS HMP dashboard(s) and StoryMaps, and (7) GIS mapping/data collection services. Qualified firms should submit a proposal including detailed qualifications, technical expertise, management and staffing capabilities, references, prior experience on similar planning projects, fee schedule, and ability to complete work on this project in a timely manner. Contracts are to be awarded on a fixed fee basis. Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). The contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project, price and other factors considered including familiarity and expertise with this type of project. Attention is directed to the fact that the proposed project will be undertaken with federal funds and that all work will be performed in accordance with the regulations issued by the West Virginia Division of Homeland Security & Emergency Management (WV DHSEM) and the Federal Emergency Management Agency (FEMA). These consulting services shall be performed in accordance with all local, State, and Federal laws, regulations, and executive orders applicable to the funding agencies.
