REQUEST FOR PROPOSALS FOR PROJECT ATTORNEY, APPRAISER, REVIEW APPRAISER, AND RIGHT-OF-WAY NEGOTIATOR The City of Williamson (City), in Mingo County, West Virginia, is in the process of obtaining professional services necessary to complete construction of the Water System Upgrade. The project consists of the installation of three 2,500 gpm treatment plant high service pumps, new filter media, construction of approximately 15,100 feet of 24-inch and smaller diameter water mains, a 500 gpm booster station, two new 1,500,000 gallon water storage tanks, one new 500,000 gallon water storage tank, one new 300,000 gallon water storage tank, the rehabilitation of an existing 300,000 gallon water storage tank, numerous pressure reducing stations, backup generators for the treatment plant and booster pump station, one 12-inch portable backup pump with accessories, telemetry, fire hydrants, valves, 1,750 replacement meters, and other related appurtenances. Needed services include a project attorney, appraiser, review appraiser, and right-of-way negotiator. The selected professional will work closely with all team members, including the City and Region 2 Planning & Development Council. The project attorney will provide legal services as required during the development and construction phases, including areas such as necessary title work for construction rights-of-way and parcels, and review of all contracts and associated documents. The appraiser, review appraiser, and right-of-way negotiator will collaborate with the project attorney and engineer to secure all necessary rights-of-way and land parcels required for project completion. Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Proposals will be scored based on specialized or technical experience, related prior work experience, and capacity to complete the work within the performance period. Contracts will be awarded to the firm ranked and determined to be the most advantageous to the project, with price being considered. The firm's eligibility to receive federal funds will be verified at http://www.sam.gov before contract award.
