The Bradley Public Service District is requesting proposals from qualified firms to provideprofessional services for the development of the West Raleigh Sewer Extension Project. This project will involve the extension of public sewer service to residents in the Dorothy, Colcord, and Eunice communities in Northwestern Raleigh County, WV.
In order to be competitive, planning and development of the project will be in accordance with requirements of the West Virginia Infrastructure and Jobs Development Council as pertaining to such projects.
The selected Appraiser, Review Appraiser, and Right-of-Way Negotiator will work closely with the Project Attorney, Project Engineer and Project Administrator to obtain all necessary right-of-ways and parcels.
The selected Accountant will provide accounting services to prepare Rule 42 Exhibits for funding applications and a Rule 42 Exhibit to accompany the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission as well as any other services needed in relation to the project. The Accountant will work closely with the Project Engineer, Project Administrator and Legal Counsel.
The Project Attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining Certificate of Convenience and Necessity from the West Virginia Public Service Commission, title work as necessary to obtain construction right-of-ways and parcels and review of all contract and related documents as necessary. The Project Attorney will work closely with the Project Administrator and the Project Engineer.
Procurement of said services shall be in accordance with 2 CFR 200.320 (d). Contracts will be awarded to the responsible firm whose proposal is most advantageous to the project. Accordingly, qualifications and experience will be weighed heavily, with price and other factors considered.

Proposals will be accepted until close of business on May 8, 2020.
Attention is directed to the fact that the project may be undertaken through funding sources including but not limited to HUD-CDBG, WVDHHR-BPH, ARC, WV DEP, USDA-RD, and the WV Infrastructure and Jobs Development Council. All work will be performed in accordance with the regulations issued by HUD, BPH, ARC, USDA-RD, WV IJDC, and the State of West Virginia appertaining thereto.
The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as they relate to HUD-CDBG projects.

The Bradley Public Service District reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
