SERVICE PROVIDERS
The Summers County Commission is issuing a Request for Proposals from service providers with professional expertise in Economic Development and Analysis.
The selected service provider will provide an Economic Impact Study of the proposed development of the Great Eastern and Mary Draper Ingles Trail Systems in Summers County, West Virginia. This project is for the design of two trails that will connect New River National River, Bluestone National Scenic River, Bluestone State Park and Pipestem State Park. In conjunction with Mercer County’s Bluestone River Water Trails project, it will also connect Camp Creek State Park and Brush Creek Falls. This trail system will have a direct connection to the Appalachian Trail. The Summer County Commission envisions this trail system to be used by hikers, mountain bikers, and horseback riders. It will also give access to fishermen, canoers and kayakers, and is thus also a water trail.
This study will particularly target the Summers County and Hinton areas. This analysis would detail the potential impact on the local tourism industry, local retail businesses, and local service providers such as restaurants, etc. Using quantitative data, a projection of the number of potential trail users, and areas where these tourists will come from is desired. Other measured analytics include the target sectors that need to be attracted to this trail, and how many users would be required to maintain the projected economic growth. A listing of the analysis of similar projects and initiatives, and the outcomes of those projects, is requested.
The selected service provider will work closely with the Summers County Commission, Region I Planning and Development Council, and other project team members as deemed necessary.
All service providers interested in being considered for this project, must submit information detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.
The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected.

Attention is directed to the fact that the proposed project may be undertaken utilizing public and private funding sources. All work shall be performed in accordance with any regulations and/or requirements of the applicable funding agencies and/or sources, and also in accordance with state and federal regulations and laws.
