Request for Proposals for
“Valley Fork Property”
The Clay County Business Development Authority (“BDA”) invites proposals from interested parties for the purchase of a parcel of real property near Valley Fork in Clay County, West Virginia. The property is located approximately 2.5 miles south of Exit 34 on Interstate 79, shown as parcels 10, 10.6, and 10.9 on tax mapping available at the Clay County Courthouse. The BDA expects the successful buyer to utilize the property to develop a business, facility, or other project, which will make a meaningful positive impact on the local economy.
The BDA is especially interested in receiving proposals that will address the need for housing for aging citizens of Clay County. We invite proposals that include construction of an assisted living facility or other senior community on the property.
The property fronts on West Virginia State Route 36 and can be readily connected to all public utilities. Clay County has a population of approximately 9,300. There are no other assisted living facilities in the County.
The preference for an assisted living facility notwithstanding, the BDA will consider proposals to use the property for any purpose. All proposals to utilize the property should include paying at least $65,000.00 for the property. Proposals that propose to pay a greater amount for the property will be viewed favorably. Proposals must be signed by the private individual making the proposal, or by an officer of a corporation or partnership making the proposal. A proposing corporation or partnership must be registered to conduct business within the State of West Virginia prior to any agreement with the BDA relative to purchase of this property.
The BDA anticipates making a decision to dispose of the property as soon as possible. All interested parties should submit a sealed proposal to the Clay County Clerk’s Office at Clay County Courthouse, 246 Main Street, Clay, West Virginia 25043 on or before 5:00 p.m. Local Standard Time on April 22, 2015. Proposals may be conceptual in nature and need not contain specific architectural renderings or other plans. Proposals need only contain a summary of the planned use or uses for the property, a proposed timeline for completion of the proposed use, and an indication of the price to be paid for the property. Faxed, e-mailed, or unsealed proposals will not be considered. Clearly label proposal as “Sealed Proposal for Valley Fork Property.” It is the proposer’s responsibility to have the proposal physically in the Office of the Clay County Clerk prior to the deadline for receipt. If mailed via US Postal Service, the mailing address is Clay County Clerk, Clay County Courthouse, P.O. Box 190, Clay, West Virginia 25043.
The Clay County Business Development Authority reserves the right to reject any or all proposals.
