REQUEST FOR QUALIFICATIONS CONTRACT ENGINEERING SERVICES The City of Beckley Sanitary Board is accepting Statements of Qualifications for Contract Engineering Services from qualified professional engineering consulting firms detailing the firm’s qualifications, technical expertise, management and staffing capabilities, references, and related prior experience. Professional engineering services to assist BSB Engineering Department with a variety of tasks, in general, will include, but not necessarily be limited to: completing daily tasks within BSB Engineering Department, design of capital improvement projects, construction administration, management and construction observation services, drafting requests for SOQ, owners representative and oversight of performance contracts, plan reviews, engineering studies and directing BSB engineering staff. A complete copy of the RFQ package may be obtained via email ([email protected]) or phone ( (304) 256-1670) during normal business hours. Procurement of said services will be in accordance with c5G-1-3 of the Code of West Virginia and other applicable laws and regulations of the State of West Virginia and any applicable federal agencies. Interested firms must submit 1 original and six (6) copies of all requested information to General Manager, Beckley Sanitary Board, 301 South Heber Street, PO Box 2494, Beckley, WV 25802, no later than 4:00 p.m., March 20, 2015, in order to receive consideration. Attention is directed to the fact that the proposed work / project(s) may be undertaken with a variety of Federal and State funds and that all work will be performed in accordance with the regulations issued by such agencies and the State of West Virginia pertaining thereto. The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as they relate to HUD-funded projects. The Beckley Sanitary Board will afford full opportunity to women-owned and minority business enterprises to submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract. The purpose of this competitive process is to objectively select an individual/firm, or a team of individuals/firms who will provide the highest quality service at a realistic fee. Accordingly, technical qualifications and related prior experience will be weighed heavily. Selected respondents may be interviewed. Selected candidates will be interviewed, and the candidate judged most qualified will be asked to negotiate a contract with the Board for said services.
