REQUEST FOR QUALIFICATIONS: HOME CONTAMINATION REMEDIATION Notice is hereby given that contracted consulting services will be utilized to provide for indefinite delivery/indefinite quantity (IDIQ) of Home Contamination Remediation Services at a minimum of 15 locations in the counties of Boone, Clay, Kanawha, and Putnam for the Regional Intergovernmental Council (RIC) Metropolitan Planning Organization (MPO). The work will include, but may not be limited to: Traveling to sites within a four-county focus area of Boone, Clay, Kanawha, and Putnam. Working with Project Manager to inform homeowners of the scope and scale of hazards in the home. Recommending actions to homeowners if existing home repair issues must be mitigated to address the source, i.e. water leaks or foundation issues. Remediating asbestos, radon, and toxic mold in homes. Use of best industry practices specific to remediation; use of technology specific to the type of remediation; safe removal and industry standard disposal of hazardous material. Utilizing asbestos abatement best practices, including but not limited to applying containment barriers and HEPA filters, and wetting material to minimize dust. Utilizing radon abatement best practices, including but not limited to preparing foundations for active soil depressurization (ASD) through proper sealing, and subsequently setting up efficient ASD systems. Utilizing toxic mold remediation best practices, including but not limited to identifying and repairing moisture source, isolating and preparing the affected area, applying HEPA filters, and using fans and other technology to ensure affected areas are thoroughly dried. Documenting and outlining all processes for remediation, including but not limited to the disclosure and documentation of all SOPs and procedures. Submission Requirements: Contractors interested in being considered for this project must submit one digital copy in PDF format of the following documents: A letter of interest that includes a note on the individual's contact information who will serve as the primary point of contact for the selection process. A statement of the contractor's qualifications, experience, and overall capabilities to handle the work, including staff to be assigned to the project and their availability. A statement regarding the contractor's past performance in timely completion of projects, compliance with scope of work, and adherence to budgets. The amount and type of the proposed work to be subcontracted, if any. Names and phone numbers of references for the contractor's most recent comparable services. A description of similar recently completed projects. Any additional information that has a direct relationship to the subject services. Additional Information Contractors who have experience with EPA-related projects will be prioritized. Interested contractors must have an active registration on SAM.gov Proof of relevant business licenses, state licenses and industry certifications for asbestos abatement, radon abatement, and black mold remediation will be expected at the time of interview.
