The Mercer County Airport Authority (“Authority”) is soliciting Statements of Qualifications (SOQ) from qualified consultants to provide architectural, engineering, environmental, planning and related special services for a series of projects to be undertaken over the next five (5) years at the Mercer County Airport. The selection is for basic and special services at defined in the most recent version of Advisory Circular 150/5100-14 “Architectural, Engineering and Planning Consultant Services for Airport Grant Projects.”
The proposed development projects are anticipated to be funded, in part or in whole, by grants received from the Federal Aviation Administration and the West Virginia Aeronautics Commission. The schedule of projects may include:
— Ramp Improvements and Expansion
— Hanger Design and Construction
— Snow Removal Equipment Acquisition
— Obstruction Removal
The professional consultant services shall include, but not be limited to, project design and development, construction plan and specification preparation, bidding/procurement administration and construction administration. The selected consultant shall also provide either internally, or through qualified sub-consultants, all special professional services required to complete each project. These services include, but are not limited to, surveying, topographic mapping, environmental assessment, materials acceptance testing and resident construction observation.
Interested firms should submit six (6) copies of their SOQ for comparative evaluation in accordance with Advisory Circular 150/5100-14. The SOQ should address the following items, as appropriate, as they relate to the anticipated schedule of projects:
— Capability to perform all aspects of the projects listed in the anticipated schedule;
— Recent experience with comparable development projects;
— Reputation for personal and professional integrity and competence;
— Evidence of an established Affirmative Action Program;
— Professional background and availability of key project personnel;
— Current workload and ability to meet schedules and deadlines;
— Qualifications of sub-consultants;
— Familiarity with and proximity to the Mercer County Airport; and
— Ability to provide qualified Resident Construction Observers
Sealed SOQ packages will be received until 5:00 p.m. on Friday, January 10, 2020 at the Mercer County Airport Authority, Attn: Clint Ransom, 300 Markell Drive, Suite. 201, Bluefield, West Virginia 24701.
The Authority intends to develop a pre-selection list of up to three firms and thereafter conduct either in-person or telephone interviews to determine the firm deemed to be the most appropriately qualified.
