Project Overview: The Raleigh County Commission, West Virginia, is seeking Statements of Qualifications from qualified consulting firms to conduct a Pedestrian Connectivity and Safety Study along Harper Road (WV 3) from Dry Hill Road to Sunset Memorial Park in Beckley, WV. The study is funded through the USDOT Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant Program, which awarded Raleigh County federal funding for supplemental safety planning activities.
This project shall be conducted in accordance with SS4A program requirements and incorporate the USDOT Safe System Approach, including consideration of safer people, safer roads, safer speeds, safer vehicles, and post-crash care.
Harper Road serves a major commercial corridor and visitor gateway to the New River Gorge region. The corridor currently lacks adequate pedestrian infrastructure and safe crossing opportunities. Crash data between 2019-2023 identified 165 crashes along the corridor, including incidents involving vulnerable road users.
The purpose of this study is to evaluate existing conditions and develop implementable, data-driven safety improvements that improve pedestrian and bicycle connectivity while reducing crash risk, consistent with SS4A goals of eliminating roadway fatalities and serious injuries.
Scope of Services: The selected consultant will work with the Raleigh County Commission and project stakeholders to complete the following tasks: Project management and coordination; Data collection and analysis (crash, traffic, land use); Road Safety Audit (RSA); Stakeholder and public engagement; Alternatives development (pedestrian, bicycle, roadway safety), and Final report with GIS data and implementation requirements.
All work shall include SS4A-compliant elements, including application of a Safe System Approach; identification of high-injury or high-risk locations using data-driven analysis; consideration of equity and impacts to underserved communities; and development of evidence-based safety countermeasures consistent with FHWA Proven Safety Countermeasures.
The final report shall include implementable recommendations, planning-level cost estimates, prioritization/phasing, and documentation suitable to support future federal funding applications, including SS4A implementation grants.
Submission Requirements: Interested firms must submit a Statement of Qualifications that includes firm background and qualifications, experience with roadway safety or transportation planning projects, relevant federally funded project experience (experience with USDOT and SS4A projects preferred), project team organization and key personnel, project approach and understanding, including application of the Safe System Approach; and references.
Submissions should be received by the Raleigh County Commission no later than 4:00 PM on May 4, 2026 and should include one (1) original, three (3) copies, and one (1) electronic submission, and a mailed copy to FRMPO. Qualifications will be evaluated based on relevant project experience, qualifications of key personnel, technical understanding of the project, experience with federal transportation funding (SS4A experience preferred), and past project performance.
The Raleigh County Commission may request interviews with the highest-ranked firms prior to selection.
Procurement Requirements: Procurement of professional services will be conducted in accordance with West Virginia Code Chapter 5G (Architectural and Engineering Services) and 2 CFR 200.320 – Federal Procurement Standards.
Consultants will be selected based on qualifications, with fee negotiations conducted with the highest-ranked firm.
DBE Participation: The Raleigh County Commission encourages participation from Disadvantaged Business Enterprises (DBE), Minority-Owned Businesses (MBE), and Women-Owned Businesses (WBE). Firms are encouraged to make a good faith effort to include DBE participation where possible.

Federal Requirements: This project is subject to applicable federal regulations including Uniform Administrative Requirements, Cost Principles, and Audit Requirements (2 CFR Part 200), Title VI of the Civil Rights Act of 1964, Executive Order 11246 – Equal Employment Opportunity, Davis-Bacon Act (where applicable).
All work must be consistent with USDOT SS4A program requirements. Deliverables must support eligibility for future federal funding and implementation activities.
All costs must be allowable, reasonable, and allocable under 2 CFR Part 200 Subpart E.
Conflict of Interest: Consultants must disclose any actual or potential conflicts of interest related to this project. Firms with conflicts that cannot be mitigated may be disqualified.
Debarment and Suspension (SAM.gov): Responding firms must not be debarred or suspended from participation in federally funded contracts and must be registered and in good standing in the System for Award Management (SAM.gov) prior to contract execution.
Right to Reject: The Raleigh County Commission reserves the right to accept or reject any or all submissions and to waive informalities in the procurement process.
