INVITATION FOR BIDS
CITY OF RONCEVERTE
GREENBRIER COUNTY, WEST VIRGINIA
INTERCEPTOR RAILROAD BORE
Sealed bids for the construction of the Interceptor Railroad Bore project will be received by the City of Ronceverte until 1:00 P.M., L.P.T., November 12, 2020, at the City of Ronceverte’s Office located at 182 W. Main Street, Ronceverte, Greenbrier County, West Virginia 24970 for furnishing labor, materials, and performing all the work set forth in the Form of Proposal. Bids will be opened at 1 :00 P.M., L.P.T., November 12, 2020. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.
The work to be bid upon is described as follows:
Interceptor Railroad Bore Project consists of Modifications to the existing sanitary sewer system as
shown on the plans and described in the detailed specifications including but not limited to: A 150 LF
railroad bore with 42” steel casing, 160 LF of 24” gravity sewer pipe, 325 LF of 24” ductile iron
sanitary sewer pipe, 5 manholes, removal of existing steel plate on end of existing 36” steel casing,
grouting full a 20 ft. section of 36” existing steel casing, grouting full the existing 12” sanitary sewer,
excavation, dewatering of excavations, shoring for excavations, demolition of existing manholes,
pavement repair and restoration, grading, any and all bypass pumping and all other incidental site work
and appurtenances incidental to construction, complete in place and operating, mobilization/
demobilization, preconstruction video and 20 tons of special fill.
The total construction time for this contract is limited to one hundred twenty (120) consecutive calendar days from the date specified in the contract documents. Liquidated damages will apply per the contract documents.

Plans and Specifications are available at the offices of Dunn Engineers, Inc., 400 South Ruffner Road, Charleston, West Virginia, upon payment of two hundred dollars ($200.00), which is not subject to refund. All Bidders must purchase plans and bid forms from the Engineer in order to bid. Bidders wishing to have plans mailed shall provide their own Federal Express or UPS account number for shipping charges to be billed directly to their own account.
The two-envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No. 1. The two (2) envelopes shall be held together with clips or rubber bands. Both sealed envelopes containing the Bidder Information and Form of Proposal must have the following information clearly printed or typed on the front lower left-hand comer of each envelope:

Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder.
The successful low bidder will be provided four (4) complete set of plans and specifications at no additional cost after the contract has been signed. Any additional sets of plans and detail specifications that are requested will be provided at a cost of two hundred dollars ($200.00) per set. Payment by either cash or check must be made upon delivery.
A Bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
All Bidders are required to have a West Virginia Contractor’s License as per Section 21-11-11 of the WV Code. The prospective bidder’s license number must be included in the Envelope No. 1 as per the Bid Opening Checklist. All subcontractors shall furnish their WV Contractor’s License number to the prime contractor prior to award of the contract.
Bids shall be accompanied by a certified check or bid bond payable to the City of Ronceverte, Greenbrier County, West Virginia, in an amount not less than five percent (5%) of the base bid.
Bidders must hold a current West Virginia Contractor’s License on the date of Bid Opening.
The City of Ronceverte reserves the right to reject any and all bids
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the President’s Executive Order 11246. The requirements for Bidders and Contractors under this order are explained in the Specifications. The low responsive Bidder is required to submit to EPA a statement in accordance with Executive Order 11246.
SUSPENSION AND DEBARMENT
Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” atwww.sam.gov(http://www.sam.gov) in accordance with 2 CFR Part 1532 and Subpart Band C of 2 CFR Part 180.
NOTICE OF FEDERAL AND STATE WAGE REQUIREMENTS
Contractors are required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the federal wage rates issued in accordance with the Davis Bacon Act. The contractor will be required to pay the higher of the state or federal wage rates appropriate for each worker classification.
All prospective bidders must attend a MANDATORY Pre-Bid Conference to be held at the City of Ronceverte’s offices located at 182 W. Main Street, City Hall, Ronceverte, West Virginia 25601, on 1 :00 P .M., L.P. T., October 20, 2020, for the purpose of discussing the requirements and the construction highlights of the project.
Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by the State of West Virginia by a loan from the Clean Water State Revolving Fund (SRF). Neither the State of West Virginia, the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
