PUBLIC NOTICE GENERAL WATER POLLUTION CONTROL PERMIT FOR TREATED INDUSTRIAL WASTEWATER The West Virginia Department of Environmental Protection, Office of Oil and Gas is proposing to renew its General Water Pollution Control Permit addressing discharges of treated industrial wastewater generated during exploratory and/or developmental drilling, well treatment operations, plugging operations and reworking of wells (GP-WV-1-88). This General Permit is issued in accordance with the provisions of Article 6, Chapter 22 of the code of West Virginia and applies only to wells permitted under that Article, The General Permit will authorize the permittee to acquire, construct, install, modify and operate a system or parts thereof for the discharge to land of treated industrial wastewaters generated during exploratory and/or developmental drilling, well treatment operations, plugging operations and reqorking of wells. Comments pertaining to the renewal of this permit must be received by the Office no later than December 4, 2015. All comments rece3ived within this period will be considered prior to acting on the draft permit. Correspondence should include the name, address and telephone number of the commenter, as well as a concise statement of the nature of the issues being raised. AIR QUALITY PERMIT NOTICE Notice of Intent to Approve On June 30, 2015, Columbia Gas Transmission LLC applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to modify a natural gas compressor facility located at 2000 Big Sandy River Road, Kenova, Wayne County, WV at latitude 38.371184 and longitude -82.592343. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of its preliminary determination to issue the permit as R13-2251E. The following decrease in potential emissions will be authorized by this permit action: Carbon Monoxide, 569.95 tons per year (TPY); Volatile Organic Compounds, 1.82 TPY. Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Thursday, October 1, 2015. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate. The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed modification will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination.
