The Town of Richlands Invites Statements of Qualifications (SOQ) from qualified engineering firms for Final Design and Construction Phase Services. Permitting, Surveying, and other tasks as identified in the Preliminary Engineering Report entitled, “Preliminary Engineering Report for the Richlands Distribution System DBP Improvements and Water Treatment Plant Upgrades dated December 2019.”

Statements of Qualifications will be considered based on the following criteria:

1. Familiarity and verifiable experience with upgrading, design and operational methods of typical tertiary water treatment plants (20%).
2. Knowledge and experience with funding agencies of water projects in southwest Virginia (20%).
3. Qualifications and experience of individuals on project team (20%).
4. Capability to perform services in a timely manner (20%).
5. Experience in construction and start-up of water treatment plant upgrades (20%).

Offerors will be evaluated based on the factors outlined in this advertisement. Informal interviews may be conducted. Following the evaluation process, offerors, if an agreement is satisfactory and advantageous to the Town and considered fair and reasonable, the award shall be made to that offeror. Otherwise, negotiations with the offeror ranked first shall be terminated formally, and negotiations conducted with the offeror ranked second and so on until a satisfactory agreement is reached.

Three (3) copies of the SOQ shall be submitted in a sealed envelope marked “Town of Richlands WTP Upgrade” and received no later than 3:00 p.m. (local prevailing time) on Tuesday, August 26, 2020. SOQ’s received after the above date/time will be rejected and returned to the offeror unopened. It is the responsibility of the offeror to ensure its SOQ is received at the appropriate location and by the designated time. No faxed or electronic SOQ’s will be accepted.
