ORDER AND NOTICE OF SPECIAL ELECTION FOR AN
ADDITIONAL SCHOOL LEVY
TO THE VOTERS OF CLAY COUNTY
That at a regular meeting of the School Board of the County of Clay, State of West Virginia, held on the 22th day of January, 2018, as provided by law, the following order was made and entered of record, to wit:
The Board of Education of Clay County, being of the opinion that the maximum levies for the current expenses authorized by Article 8, Chapter 11, of the Code Of West Virginia, as amended, will not provide sufficient funds for the payment of current expenses of the Board of Education, including expenditures for the purpose or purposes hereinafter set forth, and that an election should be held to Increase such levies under the provisions of Section 16, Article 8, Chapter 11, as amended, It Is hereby ordered:
1. That the purpose or purposes for which additional funds are needed Is to provide payment of the expense
of operating the Clay County Library and supporting its role In the education of Clay County. Funds will
provide for:
a. For the salary of the Library Director and such employees as needed for the operation of the library.
b. For the general operating expenses of the library such as electric, gas, phone service, postal service, etc.
c. For the annual purchase of new books and library materials as required by the West Virginia Library Commission.
d. For the updating of library software/computer systems in order to work with the current software/ computer programs at the State level.
e. Other operating expenses as required.
2. That the annual approximate amount for said purpose Is $75,000 after estimated Tax discounts,
exonerations and delinquencies, and the total amount for five-year levy is $375,000.
3. That the estimated separate and aggregate assessed valuation of class of Taxable Property within the County of Clay is as follows:
Class I $ 0
Class II $ 77,146,048
Class Ill $ 149,558,117
Class IV $ 10,816,464
Total $ 237,520,629
4. That the proposed additional rate of levy In cents per one hundred dollars assessed valuation on each class of property Is:
Clay County Library
Class I 0 cents
Class II 1.88 cents
Class Ill 3.76 cents
Class IV 3.76 cents
5. That the proposed years to which the additional levy shall apply are the fiscal years beginning July 1, 2020;
July 1, 2021; July 1, 2022; July 1, 2023 and July 1, 2024.
6. That the Board of Education will not Issue bonds upon approval of the proposed levy.
7. That the question of such additional levy shall be submitted to a vote at an election to be held on the 8th
day of May 2018.
8. That a notice calling such election shall be given by the publication of this Order at least once each week for
two successive weeks next preceding said election In two newspapers of opposite politics and of a general
circulation In the territory In which the election Is held. If there Is only one newspaper published in the
county, said publication shall be made therein. All the provisions of the law concerning primary elections
shall apply so far as they are practicable. ·
9. That the ballot to be used as such election shall be in form as follows:

Special election to authorize addition levies for the fiscal years
beginning July 1, 2020; July 1, 2021; July 1, 2022; July 1, 2023 and
July 1, 2024 for the purpose of providing operating money for the Clay County Library
in the approximate amount of $75,000 annually and $375,000 during the term of
the levy; according the order of the Board of Education entered on the 22nd day of January 2018.
That the additional rate of levy in cents per $100 dollars of assessed valuation on each class of property shall be:
Clay County Library
Class I 0 cents
Class II 1.88 cents
Class Ill 3.76 cents
Class IV 3.76 cents
