No.: WV0023116 Applicant: SOUTH CHARLESTON SANITARY BOARD SANITARY BOARD PO BOX 8336 SOUTH CHARLESTON, WV 25303 Location: SOUTH CHARLESTON, KANAWHA COUNTY Latitude: 38:22:00 Longitude: 81:40:23 Receiving Stream: KANAWHA RIVER Activity: To operate and maintain an existing wastewater collection system and an existing 3.9 million gallons per day activated sludge wastewater treatment plant with a discharge via Internal Outlet No. 201. These facilities are to serve a population equivalent of approximately 39,000 persons in the City of South Charleston, the Green Valley service area, and environs. To operate a disposal system for the direct discharge of treated industrial wastes (process wastewater and sanitary wastes) from the Union Carbide Chemical Co. (a subsidiary of Dow Chemical Co.), South Charleston Plant and sewage from some limited residents of the City of South Charleston by activated sludge biological treatment with a discharge via Internal Outlet No. 101. Outlet No. 101 and Outlet No. 201 combine into Outlet No. 001 and then discharge to the Kanawha River at Mile Point 56.2. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6. To implement a Publicly Owned Treatment Works Pretreatment Program. To incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plants. Also, to allow the discharge of untreated storm water runoff via Outlet No. 002 to the Kanawha River and Outlet Nos. 003, 004, and 007 to Joplin Branch of the Kanawha River. Compliance with the antidegradation requirements is attained through the implementation of Best Management Practices. Further, to operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. C008, C018, C027, C030, C035, C036, C039, C040, C041, C045, C046, C049, C050, C051, C052, C053, C054, and C055 to the Kanawha River; Outlet Nos. C023, C042, C043, and C044 to Davis Creek; Outlet No. C029 to an unnamed tributary of Upton Creek; and Outlet Nos. C047 and C048 to Dawson's Branch. These CSO outlets are permitted to discharge only when the hydraulic capacity of the collection and/or treatment system is exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in 47 CSR 2 for the CSO outfalls through implementation of the facility's Long-term Control Plan.
