No.: WV0050610 Applicant: MALDEN PSD PO BOX 350 TAD, WV 25201-0350 Location: CHARLESTON, KANAWHA COUNTY Latitude: 38:18:49 Longitude: 81:33:07 Receiving Stream: KANAWHA RIVER Activity: To operate and maintain an existing wastewater collection system and an existing 2.0 million gallons per day wastewater treatment plant. Facilities are to serve a population equivalent of approximately 20,000 persons or equivalents within the PSD and surrounding environs and discharge treated wastewater via Outlet 001 to the Kanawha River at Milepoint 63.2. To operate and maintain disposal systems and best management practices for the wastewater treatment plant stormwater collection system that discharges untreated stormwater through Outlets 003, 004, 005, and 006 to Campbells Creek of the Kanawha River. Additionally, to accept nondomestic wastewater from the Division of Highways and Appalachian Abattoir for subsequent treatment and disposal. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules, for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee's facility shall be disposed at a sanitary landfill by placing the sludge in the landfill cell. Additionally, sewage sludge may be transported to the City of Charleston for subsequent processing. An antidegradation review has been conducted. Tier 2 and Tier 1 protection is provided for the uses specified in 47 CSR 2, Section 6.
