These facilities are to serve a population equivalent of approximately 5,962 persons in the Greater St. Albans PSD, and environs, and convey wastewater to the City of St. Albans' wastewater treatment plant for ultimate treatment and disposal in the Kanawha River at milepoint 46.7. Also, to accept nondomestic wastewater from the WV Army National Guard as industrial user IU01 for subsequent treatment and disposal.
