Activity:
To operate and maintain an existing combined wastewater collection system, an existing 3.5 million gallons per day wastewater treatment plant, and an existing 4.5 million gallons per day wastewater treatment plant. The two (2) wastewater treatment plants operate in unison to provide a total wastewater treatment capacity of 8.0 million gallons per day. These facilities are to serve a population equivalent of approximately 89,000 persons in the City of Beckley, Town of Mabscott, the unincorporated Town of Sprague, Beaver, Raleigh County Airport Authority service area, a portion of North Beckley Public Service District, Federal Bureau of Prisons correctional institution, and environs, and discharge treated wastewater through Outlet No. 001 to Piney Creek of the New River. An antidegradation review has been conducted and Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet 001. To operate and maintain one (1) combined sewer system overflow disposal and treatment system and the nine minimum controls for the direct discharge of partially treated sanitary and storm water during wet weather events when the hydraulic capacity of the wastewater treatment plant is exceeded through Combined Sewer Overflow Outlet No. C002 to Little Whitestick Creek, approximately 0.15 miles from its mouth, of Cranberry Creek of Piney Creek of the New River of the Kanawha River. Tier 1 anti-degradation protection shall be afforded for the uses specified in Title 47, Series 2 for the Combined Sewer Overflow Outlet through implementation of the facility’s long-term control plan. Also, to operate and maintain disposal systems and best management practices for the discharge of untreated storm water through Outlets 006-008 to Piney Creek. Compliance with the antidegradation requirements for the storm water outlets is attained through the implementation of best management practices. Also to operate, maintain, and implement a Publicly Owned Treatment Works Pretreatment Program. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. These land application site(s) meet all other regulatory standards and are identified as follows: Lilly Farms, located at White Oak Mt. Road, White Oak, WV. Also, sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell.

The public comment period begins July 22, 2019 and ends August 21, 2019.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
