This is the same property conveyed unto Mark E. Davis and Tammy L. Davis by Deed dated July 10, 2003, of record in the Clerk’s Office in Book 2580, at Page 571. Thereafter, on April 14, 2008, the property was conveyed by VERA MCCORMICK, CLERK OF THE COUNTY COMMISSION OF KANAWHA COUNTY, WEST VIRGINIA, Grantor, and REBUILD AMERICA, INC., a Florida Corporation, (Assignee U.S. Bank Cust. The Charleston Urban Renewal Authority (the Authority) hereby solicits sealed proposals for the redevelopment of property located at 1601-1609 Washington Street, East and containing approximately 8,000 square feet of building area (plus basement) on approximately 5,900 square feet of land.

The property is owned by the Authority and is identified as the Charleston East Tax District, Map 25, Tax Parcels 7 & 8, City of Charleston, Kanawha County, West Virginia.

All proposals must include a plan for the development of the entire building, although phasing will be considered. The project will respond to the requirements of the Corridor Village District (CVD) which allows for a wide variety of commercial and residential uses, including the mixture of uses within the same building. The developer will be responsible for all costs associated with purchasing (or leasing) and developing the property and locating tenants for long term occupancy. The property’s current value is approximately $25.00 per square foot of building.

The criteria upon which the developer is selected include, but are not limited to, factors such as project design, qualifications and experience of the developer, feasibility of financing and benefits to the community.

Installation of approximately 8,650 LF of 8″ PVC, 9,400 LF of 6″ PVC, 150 LF of 8″ DIP, 1,000 LF of 6″ DIP gravity sewer lines, 3,500 LF of 4″ PVC sewer lateral, 160 manholes, 3 pump stations, 3 grinder pump stations, 1,700 LF of 4″ PVC, 3,400 LF of 3″ PVC, 200 LF of 1¼” HDPE force mains to discharge into the existing sewer system, 580 LF of 30″ HDPE stormsewer, 720 LF of 24″ HDPE stormsewer, relining of 2,300 LF of 42″ brick sewer line, replacement of an existing pump station No. 6 and other appurtenances necessary to complete this project. Additive Alternate A includes the installation of approximately 685 LF of 6″ PVC, 115 LF of 6″ DIP gravity sewer lines, 90 LF of 4″ PVC sewer lateral, 7 manholes and other appurtenances necessary to complete this project.

Contract No. 2015-02: Belt Filter Press & Building Replacement
Replacement of existing belt filter press with a new 2.2 meter belt filter press system, complete with air compressor, wash water booster pump, control panel, polymer system, sludge pump, sludge cake conveyor, lime system, etc., construction of a new 48’x56′ belt filter press building, modification to existing effluent parshall flume structure and other appurtenances necessary to complete this project.

Prospective Bidders are advised that the contract awarded under this Advertisement for Bids is to be funded in whole or in part by the West Virginia Department of Environmental Protection Clean Water State Revolving Fund Program and Nitro Regional Wastewater
Utility. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract.
Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex or national origin. P.L. 113-76, SECTION 436

P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.
The City of Nitro will consider informal any bid not prepared and submitted in accordance with the provisions hereof, and reserves the right to reject any and/or all Bids.

Sealed Bids for The Taylor County Courthouse HVAC Systems Renovations will be received by the The Thrasher Group, Inc., 600 White Oaks Blvd., Bridgeport Harrison County, West Virginia, until 2:00 p.m., L.P.T., on Tuesday, September 8, 2015, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.

The approximate quantities of Work to be Bid upon is as described as follows:

Contractors are to provide all labor, bonds, taxes, fees, permits, materials, tools & equipment necessary to complete a full demolition of existing HVAC heating and cooling systems at the Taylor County Courthouse and Judicial Annex. Demolition is to include, but not limited to, all boilers, existing units, PTAC wall units, ductwork, wiring, and controls as shown per construction drawings. As well contractors are to complete a turnkey installation of a new “VRF” HVAC heating and cooling systems in both the courthouse and judicial annex. Also included in the scope of work will be patching and painting of all floors and walls associated with the demolition of the existing PTAC units, all patch and painting will match existing facility finishes. Along with patching will be the full replacement of all corridor lay in ceilings for both the annex and the courthouse. Contractors will also be asked to supply add alternate pricing for a two year maintenance contract with the Taylor County Commission to serve the newly installed system.

The Work will be substantially completed within 120 days after the date when the Contract Times commence to run, and completed and ready for final payment within 150 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day.

Notice is hereby given by the West Virginia Department of Transportation, Division of Highways, that engineering consulting services will be utilized for the following projects:

State Project S310-6-0.12 00, Earl M. Vickers Memorial Bridge Rehab +4, located in Fayette County, West Virginia. This project shall consist of a Renovation Study and development of Contract Plans for the renovation of structures carrying West Virginia Route 6 over the Kanawha River, CSX Railroad tracks, United States Route 60, West Virginia Route 61, and 4th and 5th Avenues. The project shall include the main river span, approach spans, and ramp bridges. The existing main river span is 1,665 feet long by 28 feet wide and connects United States Route 60 with West Virginia Route 61 in the City of Montgomery.

State Project S318-77-137.74 00, Mill Creek Bridge, located in Jackson County, West Virginia. This project shall consist of a Renovation Study and the development of Contract Plans for the renovation of the northbound and southbound bridges carrying Interstate 77 over Mill Creek and Jackson County Route 5/9. The existing bridges are 261 feet long by 41 feet wide and are located 0.15 miles south of the United States Route 33 interchange.

Method of payment shall be Lump Sum.

A single assignment will be made for each project.

Firms interested in being considered for either of these projects must submit a “Letter of Qualification” for each project and one unpriced prospectus to Mr. Michael D. Lilly, P. E., Section Head, Technical Section, Engineering Division, Division of Highways, 1334 Smith Street, Charleston, West Virginia 25301 or preferably by email to doh.consultantservices@wv.govprior to 4:00 p.m. on August 24, 2015.

As a minimum, the prospectus shall include the following evaluation information factors:

1.Professional qualifications necessary for consideration and satisfactory performance of the required work and as a minimum shall have a professional engineer licensed by the State of West Virginia. That person shall be located within the office where the work is to be performed, and shall demonstrate sufficient past experience performed for the State of West Virginia, Department of Highways related to design and plan development to be provided. This individual shall be the person-in-charge overseeing the work and must be readily accessible to the Department, preferably located in-state.

2.Consideration shall be given to specialized experience and technical competence. Specialized experience shall focus on the qualifications of the staff working on the project with emphasis placed on individual specialized expertise required for the project. As a minimum, the firm shall provide a Résumé of those individuals who will be committed to the needs of the project. Strong considerations will be based on the professional and non-professional staff specialized experience and technical competence stationed within the office where the work is to be performed.

3. Capacity consideration shall be made on the firm’s ability to accomplish the work within the Department’s required schedule time frame; personnel dedicated to perform such work.

4.Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

5.Location shall be based on the geographic location of the Consultant’s office relative to the project site along with past experience and knowledge of the area where the project site is located with the significant importance being given to accessibility of the office location relative to the Department.

In addition to the above evaluation factors, the prospectus shall include, as a minimum, the following items:

1.A completed copy of the Division’s Consultant Confidential Qualification Questionnaire dated January 1, 2015 or later, if not already on file. It must specifically indicate the staff levels by classification located in-state vs. out-of-state. It must also indentify the person in-charge overseeing the work that holds a valid professional license issued by the West Virginia Board of Professional Engineers.

2.Location of office or office(s) in which the work, or part of the work, will be performed.

3.Identification of subconsultants by name as to the type of work anticipated to be subcontracted or performed, if proposed as part of the design team.

4.Indication of whether a cost accounting system has been maintained and is in effect such that it is capable of segregating and identifying accumulating costs for each job that is performed under cost type projects.

5.Completed copies of the Division’s “Consultant Short List Selection Criteria Technical Evaluation” form limited to a single page of data. One loose leaf copy of form per project is to accompany the bound unpriced prospectus. Cross referencing on this form to other parts of the prospectus is not acceptable.

6.A copy of a valid “Certificate of Authorization” to offer Engineering, Surveying, or other related services within the state, issued by the appropriate West Virginia Board.

A single “Letter of Qualification” for each project and one unpriced prospectus are required and must contain all of the above information required to be considered. Failure to provide the required information and/or insufficient information will cause disqualification and the prospectus will be returned. All evaluation factors as noted herein before will be given equal consideration in the selection process, unless a project specific weighting of the evaluation factors is shown in the Notice for Consulting Services.

Prior to entering into any contract negotiations, the selected firm and any subconsultants shall submit a current audited overhead rate computation performed by a State or Federal government agency or independent CPA firm. The submitted overhead audit shall contain a detailed exhibit of the computations with all applicable eliminations and references. The audit shall be done in accordance with Government Auditing Standards issued by the Comptroller General of the United States and all eliminations required by the Federal Acquisition Regulations will be made. The submitted certified audited overhead (Indirect Cost Rate) report shall include the certification, certifying that the allowability of costs used to establish the final indirect cost rate are in accordance with the FAR cost principles, or a verification indicating this certification was previously submitted and accepted by the cognizant agency. This requirement will be waived for the selected firm or any subconsultant when its portion of the fee for the project is less than One Hundred Thousand Dollars ($100,000.00). In such instances, a company computed overhead rate may be utilized.

It is the policy of the West Virginia Department of Transportation, Division of Highways, that Disadvantaged and Women-owned Business Enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.

July 31, 2015 – Bio-Medical Applications of West Virginia, Inc. d/b/a Fresenius Medical Care Upshur County, Raleigh, North Carolina, CON File #15-7-10551-R, for the establishment of a new eight (8) station dialysis facility in Buckhannon, Upshur County; capital expenditure: $1,394,113.

The review cycle for the above-referenced projects is as follows:

August 8, 2015 – Review cycle begins;

August 18, 2015 – Last date for an affected person to present reasons why the applicant should complete a standard application to the Authority;

September 8, 2015 – Last date for an affected person to request a public hearing on the project. If a public hearing is requested, notice of time and place will be given in the Saturday editions of the Charleston Gazette and the Charleston Daily Mail, as well as the State Register;

September 9, 2015 – If no public hearing is requested, the file will close and no further information or evidence will be accepted by the Authority and no further contact with the Authority regarding the substance of the application will be permitted;
