TOWN OF MARMET ADVERTISEMENT FOR BIDS Sealed bids for the Town of Marmet's Maryland Avenue Overflow Abatement/Outlet No. 003 Reconfiguration project will be received by the Town of Marmet, 9403 MacCorkle Avenue SE, Marmet, West Virginia 25315 or by mail at PO Box 15216, Marmet, West Virginia 25365, until 1:30 PM, LPT, on June 10, 2026. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Work to be bid upon is generally described as follows: Replacement of existing gravity sanitary sewer line and extension of a storm sewer line in Long Alley. Installation/upgrade of gravity sanitary sewer lines between Maryland Avenue and 87th Street Pump Station. Reconfiguration/replacement of Outlet No. 003. Installation of a flow meter upstream of Outlet No. 003. Replacement of storm sewer line on Long Alley. Construction time limit for the Contract is 150 consecutive calendar days to substantial completion, of which 90 consecutive calendar days is actual in-field construction. Instructions for Bidders and Bid Form will be furnished upon request. The two-envelope system will be used for bidding this project. Refer to the bid documents for specifics. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of seventy-five dollars ($75.00) for each set of plans and seventy-five dollars ($75.00) for each set of specifications. Payment by either cash or check must be made upon delivery. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Town of Marmet in an amount not less than five percent (5%) of the base bid. A mandatory Pre-Bid Conference will be held at the offices of the Town of Marmet, 9403 MacCorkle Avenue, Marmet, West Virginia 25315, on Tuesday, May 19, 2026, at 2:30 PM. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Town of Marmet reserves the right to reject any and/or all bids. AMERICAN IRON AND STEEL Bidder will be required to comply with the "American Iron and Steel (AIS)" requirements of Section 436 of P.L. 113-76, Consolidated Appropriations Act, 2014 (Act) that requires Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on 'System for Award Management (SAM)' at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. DBE REQUIREMENTS Each Bidder must fully comply with the Disadvantaged Business Enterprises, and Affirmative Action requirements, as identified in the Contract Documents. The Bidder agrees to make "positive efforts" to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term "subcontract" includes all construction, modification, and service work contracted for by the Bidder in the execution of the work under this contract. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. Bidders will be required to comply with the West Virginia Alcohol and Drug Free Workplace Act. Bidders are required to have West Virginia Contractor's license per Section 30-42-12 of the West Virginia code.
