Separate sealed Bids for the Water System Capital Improvements project for the Town of Bluefield, VA will be received by Mike Watson, Town Manager at the office of Town of Bluefield, VA Town Hall, 112 Huffard Drive, Bluefield, VA 24605 until 2:00 P.M., local prevailing time, on August 7, 2019 and then at said office publicly opened and read aloud.

The project consists of the following:

Work at the water treatment plant (WTP) including installation of a new raw water screen, replacement of the raw water flow meter, handrail replacement/upgrades, installation of a sedimentation basin sludge collection system, finished and backwash water pump replacements, online water monitoring instrument upgrades, SCADA system upgrades, backup diesel power generator & appurtenances, and roof replacement for the control building; and completion of three existing wells and connection to WTP.

The Contract Documents may be examined at the Bluefield Town Hall, 112 Huffard Drive, Bluefield, VA; at Thompson & Litton, 103 E. Main Street, Wise, VA and online at TRASCO (http://www.trascoplanroom.com).

Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.

A non-mandatory Pre-Bid Conference will be held on July 23, 2019 at 10:00 A.M. All interested parties are requested to meet the Engineer at the Bluefield Town Hall, 112 Huffard Drive, Bluefield, VA at that time.

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia ( 2.2-4330).

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1.

MBE/WBE firms are encouraged to submit Bids. The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s). The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
