Separate sealed Bids for the Water System Capital Improvements – Phase I project for the Tazewell County Public Service Authority, consisting of two contracts as noted:

Contract I: Rehabilitation of seven existing pump stations and construction of one new pump station and all related appurtenances.

Contract II: Construction of approximately 4,750 linear feet of 10-inch water line replacement for existing 8-inch water line and all related appurtenances.

Bids will be received by Dahmon Ball, Administrator at the Tazewell County Public Service Authority office located at 168 Tazewell Mall Circle, Tazewell, VA 24651, until 2:00 P.M., local prevailing time, on May 22, 2019 and then at said office publicly opened and read aloud.

The Contract Documents may be examined at the Tazewell County Public Service Authority office, 168 Tazewell Mall Circle, Tazewell, VA; at Thompson & Litton, 103 E. Main Street, Wise, VA; and online at TRASCO (http://www.trascoplanroom.com).

A non-mandatory Pre-Bid Conference will be held on May 7, 2019 at 10:00 A.M. All interested parties are requested to meet the Engineer at the Tazewell County Public Service Authority office at that time.

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia ( 2.2-4330).

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1.

The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).

The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
