NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Parkersburg/Wood County HOME Consortium

On or about April 12, 2022 the Parkersburg/Wood County HOME Consortium will submit a request to the U.S. Housing & Urban Development for the release of HOME Investment Partnership funds under Title II of the Cranston-Gonzales National Affordable Act, 3001 City View Drive CHDO New Home Construction The Consortium will provide funding to its Community Housing Development Organization (CHDO) to construct a single family home located at 3001 City View Drive Parkersburg, WV. Once constructed, the home will be sold to an eligible low income homebuyer. $86,000 in HOME funds will be awarded to the CHDO as a subrecipient of the Parkersburg/Wood County HOME Consortium. The overall project budget is $152,000.

Any individual, group, or agency may submit written comments on the ERR to Andrew Thomas, Development Projects Administrator. All comments received by April 12, 2022 will be considered by the City of Parkersburg prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

The Parkersburg/Wood County HOME Consortium certifies to HUD that Thomas Joyce in his capacity as Parkersburg City Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Parkersburg to use Program funds.
