NOTICE TO BIDDERS
The Wood County Airport Authority is requesting proposals for the Hangar Renovations project at the Mid-Ohio Valley Regional Airport (PKB) near Parkersburg, WV. Sealed proposals are to submitted electronically via e-mail or delivered in person or by courier (via FedEx, UPS, or hand delivered only) to the Wood County Airport Authority at the Mid-Ohio Valley Regional Airport, Terminal, 543 Airport Road, Williamstown, WV 26187 until two o’clock (2:00) p.m. prevailing time on the 19th day of September, 2022, at which time said bids will be opened and publicly read aloud in the Airport Conference Room with an option to attend the opening via a Teams Virtual Meeting. Late proposals will not be accepted.
All proposals must be submitted electronically via e-mail with a subject line PKB Proposal for Hangar Renovations to [email protected] with a copy to jesse.rangel@ mbakerintl.com or as ONE ORIGINAL AND ONE COPY in accordance with the Instructions for Procurement and submitted in a single, sealed proposal envelope marked:

Bidding documents may be obtained in PDF form by submitting a request to Jesse Rangel at [email protected] or 410-689-3414 at Michael Baker International.
The Hangar Renovations project generally consists of the procurement of metal roof replacement, hangar door refurbishment and restroom renovations.
A satisfactory Bid Bond executed by the bidder or an acceptable surety in an amount equal to 5% of the bid shall be submitted with each bid. (Cashier’s Check may serve as the 5% Bid Bond and will be returned uncashed upon bid resolution). The successful bidder will be required to furnish contractor’s insurance certificates, and a labor and materials payment bond in the amount of 100% of the bidder’s contract amount prior to contract award.
Any bid withdraw shall be governed by WV Code 5-22-2. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex, or national origin.
The Wood County Airport Authority reserves the right to accept to reject any and all bids, to waive any informalities, and to award the bid or bids to the lowest responsive and responsible bidder as deemed to be in the best interest of the Authority
A mandatory pre-proposal tour of the hangar will be held at the Mid-Ohio Valley Regional Airport Terminal at nine thirty (9:30) a.m. prevailing time on the 2nd day of September, 2022, and a mandatory pre-proposal meeting will be held virtually at two o’clock (2:00) p.m. prevailing time on the 6th day of September, 2022. Proposals received from bidders who failed to attend both the pre-proposal meeting and tour will not be considered.
