Request for Expression of Interest and Statement of Qualifications Huntington Sanitary Board NOTICE OF ADVERTISEMENT In accordance with West Virginia Code CHAPTER 5G. PROCUREMENT OF ARCHITECT-ENGINEER SERVICES BY STATE AND ITS SUBDIVISIONS, the Huntington Sanitary Board (HSB) seeks Statement of Qualifications (SOQ) from qualified Engineering Consultants for Professional Services necessary to provide Preliminary Engineering, Engineering Design, Permitting and Construction Management, and Resident Project Representative Services for one or more of the following projects in Huntington, West Virginia. 1. 4th Street Pump Station Rehabilitation: Rehabilitation 2. 13th Street Pump Station Rehabilitation 3. Route 10 Sewer Line Extension 4. 3rd and 5th Avenue Storm Sewer Separation Project Information packets regarding each of the above projects can be obtained from the Huntington Sanitary Board (Contact: Patrick Taylor, P.E. at email: [email protected] or phone number (304) 993-7999.) This procurement supersedes all former procurement documents or advertisements related to Architect-Engineer Services related to these projects. Other than the Contact, Patrick Taylor, absolutely no contact regarding this document with the Huntington Sanitary Board Members or other Huntington Sanitary Board Staff will permitted and may be grounds for disqualification. Late submittals will not be accepted. Statement of Qualifications (SOQ): Prospective Engineering Consultants must submit a SOQ which shall be due no later than 4:00 p.m., November 18, 2022. The SOQ shall include: the following: Cover Letter, Experience, Project Team, Project Management and Quality Control, Project Approach and Methodology, History of Similar Projects, and Reputation of the Firm. Please indicate the projects for which your firm is submitting. Box 7098 Huntington, WV 25775 Based upon the review of the SOQ of each respondent and the number of projects for which each respondent is submitting, a minimum of three (3) firms will be invited for an interview with the selection committee. The evaluation of the respondents and the selection of any Engineering Consultant so chosen will be conducted. Engineering Consultants shall fully comply with The Code of Federal Regulations Title 40 PART 33 – PARTICIPATION BY DISADVANTAGED BUSINESS ENTERPRISES IN UNITED STATES ENVIRONMENTAL PROTECTION AGENCY PROGRAMS, in using the Subpart C. “Good Faith Efforts” to assure that disadvantaged businesses enterprises (DBE) are fully afforded contracting opportunities practicable.
