NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS October 26th, 2022 Planning & Development Department City of Huntington 800 5th Avenue Huntington, WV 25701 304-696-4486 REQUEST FOR RELEASE OF FUNDS On or about November 11th, 2022, the city of Huntington will submit a request to the U.S. Department of Housing and Urban Development for the release of Community Development Block Grant Program- Cares ACT funds and Cabell-Huntington-Wayne Housing Consortium funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake the following project: The project will involve the rehabilitation of The Prichard Building, an existing thirteen-story structure located at 605 9th St, Huntington, WV, 25701. The building will include 108 single-bedroom units serving the elderly on floors three through thirteen while floors one and two will be dedicated to commercial space and medical outreach. The Site will also contain a two-story office building and off-Site parking will be available. The Prichard Hotel Restoration LLLP ornerstone Community Development Corporation intends to rehabilitate the Site by converting the interior of the former Prichard Hotel building from a vacant dilapidated state into a functional senior living and health complex, installing energy star appliances and lights. The project will feature sight earing and mobility-impaired specific units with elevator access. The complex will also include activity areas and mixed institutional ommercial on-residential floors. Prichard Hotel Restoration LLLP ornerstone Community Development Corporation will be responsible for the development of the project. The total estimated cost of the project is $49,313,069. The Cabell-Huntington-Wayne Housing Consortium will provide a loan of $800,000 through the HOME program to finance a portion of the construction costs associated with the residential units, and $2,500,000.00 of CDBG-CV funds will be utilized to assist in the construction of an on-site health clinic. The balance of the project costs will be financed through the WVHDF’s HOME Program and NHTF Program; equity from LIHTC investment; State Historic Tax Credit equity; Federal Historic Tax Credit equity; HUD 202 Capital Advance; and HOPE of Kentucky, LLLC. FINDING OF NO SIGNIFICANT IMPACT The city of Huntington has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Planning & Development Department, City of Huntington, 800 5th Avenue, Huntington, WV 25701 and may be examined or copied weekdays 8 a.m. to 4:30 p.m. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Huntington’s Planning & Development Department. All comments received by November 10th, 2022 will be considered by the City of Huntington prior to authorizing submission of a request for release of funds. Comments should specific which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Huntington certifies to U.S. Department of Housing and Urban Development that Steve Williams, in his capacity as the Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. U.S. Department of Housing and Urban Development approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Huntington to use HUD program funds OBJECTIONS TO RELEASE OF FUNDS U.S. Department of Housing and Urban Development will accept objections to its release of fund and the City of Huntington’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Huntington; (b) the City of Huntington has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by U.S. Department of Housing and Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
