Restore Riverview Project Clendenin, WV NOTICE IS HEREBY GIVEN THAT 25045 -A New Clendenin, Inc. will accept sealed bids forthe Restore Riverview Project at 107 Koontz Avenue, Clendenin, West Virginia asshown in the contract drawings and specifications. This project is being funded either partiallyor in whole, through the WV Department of Economic Development. Housing Rental Units on the 3rdfloor must be complete and available for rent by December 15, 2023. The project must be totally complete by May31, 2024. The flood of 2016 in Clendenin, WVcreated severe damage to the Riverview Building. The primary damage occurred on the lowestlevel, 1st floor, and damaged building systems and utilityservices. This project will restore theRiverview Building back to function as a multi-use building with the re-openingof 10 apartment units on the 3rd floor. The scope of work involves re-locating allutilities and critical building equipment and systems to 2 feet above the baseflood elevation (631.6) of the 100-year floodplain elevation on the 1stfloor. The new work being implementedfor new HVAC and electrical systems will provide resiliency and reduction inenergy consumption. The scope alsoincludes the buildout of approximately 12,000 sf on the 1st floorfor eight office suites and multi-purpose conference and training space andstorage areas. This work includes metalstuds, drywall, paint, new floor finishes, acoustical ceiling tile, newlighting, electrical power distribution, new HVAC, and bathroom itchenettebuildouts in each office suite. The work includes construction documents prepared by E.T. Boggess, Architect,Inc. All bids must be enclosed in sealed envelopes bearing the name “Sealed Bids Restore Riverview Project.” Faxed or emailed bids will not be accepted. Bids may be mailed or delivered to E.T.Boggess, Architect, Inc., 101 Rockledge Avenue, Princeton, WV 24740 if receivedprior to bid date and no later than 5:00 p.m. on Monday, April 17th,2023. Hand-delivered,sealed bids will be received by 25045 A New Clendenin, Inc. at the projectsite, 107 Koontz Avenue, Clendenin, WV 25045 between the hours of 1:00 p.m. and 2:00 p.m. on Tuesday, April 18, 2023. Bids received after that time will bereturned to the bidder unopened. Allsealed bids, including those submitted directly to the architect, will then bepublicly opened and read aloud at 2:00 p.m. A non-mandatory, pre-bid meetingwill be held at the existing building on Thursday, March23, 2023 at 2:00 p.m. All generalcontractors bidding the project are encouraged to attend the meeting tofamiliarize themselves with the projectlocation, site conditions and other relevantinformation. Pursuant to Chapter 21-Article11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractorsdoing business in West Virginia must be licensed to perform work in the State,the Contractors WV License number must be affixed to all submitted constructionbids and fully executed and binding construction contracts and agreements. Bidders on this work will be required to comply with President’s Executive Order No. 11246 which prohibits discrimination in employment with regards to race, creed, color,sex, or national origin. Bidders must comply with the requirements for Affirmative Actionand Minority Business Enterprises participation as described inthe Federal Specifications insert to the Contract Documents. Biddersmust comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Act, the Contract WorkHours and Safety Act, the Americans with Disabilities Act, and the WestVirginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformancewith all applicable state and federal regulations. All bidsmust be accompanied by a Bid Bond, executed by the Bidder and an acceptableSurety, in an amount equal to 5% of the bid. The successful bidder will berequired to furnish and pay for a 100% Performance and Material Payment Bond inthe amount of the bid and prior to entering contract.
