Request for Bids – Demolition Contractor
Notice is hereby given that Bids will be received by the Randolph County Commission (RCC) located in the Courthouse Annex Building, 4 Randolph Av, Suite 102, Elkins, WV 26241 for demolitions at eight (8) job sites (the “project”) located in Randolph County, WV.
The successful contractor will be responsible for the following:
* Obtaining a Bid and Performance Bond.
* Obtaining all Permits for demolition of all structures.
* Obtaining & completing Asbestos related Reports/ Notifications/Abatement.
o Contractor will be responsible for all Asbestos Inspections & Performances for this project, including all required Notifications and Abatements.
o If Asbestos Inspection & Report is already performed for a specific job site, the Contractor will still be responsible for all
required Notifications and Abatements.
* Completion of the project shall not exceed forty-five (45) days from the date of the Notice to Proceed from the RCC. Failure to complete the project within this time frame will result in termination of the Agreement and the Project being awarded to another Contractor.
* Perform the work as listed in the Job Description below.
* Adhere to all Federal, State, and Local Laws relative to licensing and reporting.
Job Description:
* Disconnect and cap all utility lines, including electric, gas, water, and sewer to the structures.
* Contact the Sanitary Board Office to ascertain the proper procedure for capping of sewer-line service before demolition. The Sanitary Board staff must inspect all lines after completion of capping procedures. Failure to comply with this requirement shall render the Contractor liable for all damages or costs incurred by the Randolph County Sanitary Board.
* Raze existing structure and remove all construction materials and debris from the site.
* Remove all loose debris, litter, trash, refuse, etc. from site.
* Dispose of all debris and materials in an environmentally safe and acceptable manner, including asbestos abatement. Maintain records and provide proof for disposal of all materials.
* Backfill all of the disturbed area as may be necessary to restore area and to match the original grade.
* Rake area smooth, seed with lawn grass, and mulch with straw.
* All work is to be done under the jurisdiction of the Randolph County Commission Unsafe Buildings and Land Enforcement Ordinance.
All Bids submitted must contain a copy of WV Contractor’s License, WV Business License, Proof of Liability Insurance, Proof of Workers Compensation Fund, and a W-9.

Bid submission deadline is Monday, April 17, 2023 at 4:00 p.m. Bids will be opened on Thursday, April 20, 2023 in the Commission meeting room in the James Cain Annex of the Randolph County Courthouse during the regular 1:30 p.m. Commission Meeting as scheduled according to the agenda. This
project is being funded by the WV DEP Reclamation of Abandoned and Dilapidated Properties Program. The Randolph County Commission reserves the right to reject any and all Bids, waive any informality, or to accept and enter into contract with the lowest responsible bidder.
