GENERAL INVESTIGATION INTO THE USE
OF MOBILE APPLICATIONS AS METERING
UNDER MOTOR CARRIER RULE 5.11

NOTICE AND INVITATION FOR COMMENT

On May 4, 2023, the Public Service Commission of West Virginia (Commission) opened a general investigation into the use of mobile applications as taximeters pursuant to the Commission’s Rules Governing Motor Carriers, Private Commercial Carriers, and the Filing of Evidence of Insurance and Financial Responsibility by Motor Carriers, 150 C.S.R. 9 (Motor Carrier Rules), and specifically Motor Carrier Rule 5.11. The Commission also established a period for interested parties to submit written comments regarding the issuance of a General Order which would allow the use of certain apps as a taximeter in compliance with Motor Carrier Rule 5.11. A copy of the requirements for the use of apps under consideration by the Commission is attached hereto. Interested parties should submit written comments with regard to the specific content of the General Order under consideration to the Executive Secretary of the Commission, Karen Buckley, at P.O. Box 812, Charleston, WV 25323. Initial comments are due by June 12, 2023, and reply comments are due by June 27, 2023. Interested parties may review the order opening the general investigation online at http://www.psc.state.wv.us/
