On behalf of our client, the Wood County Board of Education (WCS), McKinley Architecture and Engineering (MKA) is soliciting proposals to provide educational consulting and to develop Educational Specifications on three new elementary schools for the Wood County Schools Bond Projects. New Schools include Lubeck Elementary School, PreK – 5th, North End Elementary School, PreK – 5th, and Neale Vienna Elementary School, PreK – 5th.The school projects are part of the WCS’s most recent ten-year Plan, CEFP, and the Ed Specs are intended to be utilized to create a new design to replace existing elementary schools as part of a recently passed local School Bond election and approved funding in place from the WV School Building Authority and Local Bond Funding. The planning for the school shall utilize separate committees for each school. To maximize efficiency and minimize time a central committee of decision makers from each school, committee members will be formed for items that impact all of the schools. Lump sum cost proposal shall be provided, and the work shall include the following minimum services tasks:
All Educational Specifications work shall be performed in accordance with the relevant requirements of a) Section 101 et. seq. of the WV Department of Education’s Policy 6200 effective October 17, 2022, b) Section 300 of the WV School Building Authority’s Policy & Procedures Handbook, 7th Ed. Effective September 27, 2021, and c) PK classrooms shall reference WV Department of Education’s Policy 2525 effective August 15, 2022. The work shall include the following minimum Services:
1) A Wood County Schools Enrollment & Project Study will be provided for your review once contract is executed.
2) Consult with and make recommendations to the Owner regarding the suggested makeup and formation of an Ed Spec committee (SBC’s).
3) Schedule, conduct and facilitate Ed Spec committee meetings necessary to properly develop the essential elements of the individual schools’ Ed Specs; provide meeting minutes of each Ed Spec committee meeting and ensure timely dissemination of the Minutes to the Owner and Architect.
4) Visit the existing schools for which Ed Specs are being commissioned.
5) Review Owner and Architect information gathered in the preparation of the Ed Specs.
6) Compare program requirements identified by the Ed Spec committees with applicable regulations and guidelines from both the WVDOE and WVSBA. Identify where minimum requirements conflict with the state regulations and guidelines and report such conflicts to the Owner and Architect for review.
7) Issue preliminary drafts of the Ed Specs to the Owner and Architect in pdf format via email, for review and comment; as appropriate, integrate Owner and Architect comments into the draft of the Ed Specs.
8) Issue final Ed Specs to the Owner and Architect in pdf. format via email.
9) Engage with the Design Team to review the design during mid phase of SD, DD and CD. Review and provide any recommendations or thoughts towards the education plan.
10) The project schedule shall be submitted with your proposal. Time is of the essence and will be a factor with final selection of firm.
Submit your proposal with a FIXED FEE and Schedule per school. Submission shall be mailed, or hand delivered to Wood County Board of Education located at 1210 13th St. Parkersburg, WV 26101 and reference Project No: 236001.01, in care of Ashley Brown no later than 1:00pm Friday, August 11, 2023; at which time the submissions will be publicly opened and read aloud.
