LEGAL NOTICE AND REQUEST FOR ENGINEERING SERVICES
Beckley Water Company, Raleigh County, West Virginia is in the process of obtaining statements of qualifications from qualified engineering consulting firms to provide engineering services for the successful completion of Beckley Water Company’s Lead Service Line Replacement Plan (LSLRP). Professional services to be provided may include, but will not be limited to, the following: preliminary engineering report; project design; preparation of all necessary permit applications; preparation of construction plans, specifications, and bidding documents; assistance during bidding; construction administration services; construction inspection services; any other services needed by Beckley Water Company for the implementation of the project. The selected firm will work closely with all members of the project team.
Sources of funding are WV Drinking Water Treatment Revolving Fund and WV Infrastructure & Jobs Development Council. Procurement of said services will be in accordance with WV Code Chapter 5G and 2 CFR 200. All firms interested in being considered for this selection must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references. The consultant firm’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award. Please submit one (1) original and (3) three copies no later than 4:00 p.m., Thursday, August 31, 2023, to Matthew W. Stanley, PO Box 2400, Beckley, West Virginia 25802-2400. It is the responsibility of the respondent to ensure the receipt of the proposal by the date and time specified.
The goal of the competitive process is to objectively select the firm that will provide the highest quality service. The candidates judged most qualified based on a review of the statements of qualifications will be interviewed. The firm determined to be the most qualified based on an evaluation of the interviews will be asked to prepare fee proposals for engineering services as project scopes are finalized.
All work will be performed in accordance with the regulations issued by State and Federal agencies relative thereto. The selected candidate will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, and the Access to Records provisions and all other requirements as related to federally funded projects. Beckley Water Company shall ensure, to the fullest extent possible, that positive efforts are made to utilize small businesses, including those in rural areas, minority-owned firms, and women-owned business enterprises.
