NOTICE IS HEREBY GIVEN THAT Mingo County Schools will accept sealed bids for the CTE Classrooms/Workshops to be located at Tug Valley High School, 50 Panther Blvd, Williamson, WV.

Sealed bids will be received by Mingo County Schools, 110 Cinderella Road, Williamson, WV 25661 until 2:00 P.M., on Tuesday, October 24th, 2023 at which time all sealed bids will be publicly opened and read aloud. Bids received after that time will be returned to the bidder unopened.

The scope includes construction of new 4,188 sf Career and Technical Education (CTE) Classrooms / Workshops and training spaces at Tug Valley High School for multiple CTE programs. This project consists of the building construction and sitework required for a new slab-on-grade, pre-engineered metal building structure to accommodate the CTE Programs as designated by the county. The building will also provide accommodation for restrooms, utility and storage areas. The metal building will include metal panels, a low slope metal roof system and insulation. Work to include complete mechanical (HVAC & plumbing) and electrical systems for the building and site. While the majority of space will be open to the structure above, there will also be some suspended acoustical tile ceilings. Mechanical (HVAC and Plumbing) and Electrical Systems are also included in the project. The design includes aluminum storefront systems, windows and security glazing and interior stud walls with gypsum wall board. Finishes include painting, polished concrete flooring and resilient base. Sitework to accommodate building requirements such as site demo/grading, fill areas, retaining walls, asphalt areas, utility work as required/documented.

All work to be accomplished in accordance with the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in a sealed envelope bearing the name “CTE Classrooms/Workshops.” Faxed bids will not be accepted. Bids may be mailed or delivered to Rodney McCoy at Mingo County Schools, 110 Cinderella Road, Williamson, WV, 25661 if received prior to bid date.

A pre-bid meeting will be held at Tug Valley High School, 50 Panther Blvd, Williamson, WV on Thursday, October 5th, 2023, at 1:00 p.m. All general contractors bidding on the project are encouraged to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information.

Bidders on this work will be required to comply with the President’s Executive Order No. 11246 which prohibits discrimination in employment with regards to races, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Contract Work Hours and Safety Act, the Americans with Disabilities Act, and the West Virginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformance with all applicable state and federal regulations.

All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering into a contract. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.

All bids must be submitted in accordance with the Bidding Documents issued by the Architect and the Form of Proposal.

To obtain Construction Documents, please contact E.T. Boggess Architect, Inc., PO Box 727, 101 Rockledge Avenue, Princeton, WV 24740 (304-425-4491). The cost for printed bid documents is $300 and is nonrefundable. The cost for a CD or link to electronic documents is $75 and is also nonrefundable.

Mingo County Schools reserves the right to reject any or all bids and to waive any informalities therein. No bid may be withdrawn for a period of thirty (30) days after the time of opening of the bids.

Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements.

The Mingo County Board of Edu¬cation or designee reserves the right to reject any and all bids, and to make such selection by item or total bid amount as deemed to be in the best interest of Mingo County Schools.

All bidders will be required to certify, indicate and acknowledge that he/she has all appropriate licenses and meets all qualifications required by the laws, regulations, and ordinances of the State of West Virginia, Mingo County, and Mingo County Schools.
