To acquire, construct, install, operate, and maintain in-kind replacement of the headworks equipment, SBR tanks, blowers, and controls, sludge dewatering equipment, UV disinfection equipment, effluent flowmeter, aeration equipment, and sludge pumps at the Route 2 WWTP. Other improvements at the Route 2 WWTP include rehabilitation of the sludge digester tank, installation of a belt press conveyor, integration of a SCADA system, replacement of the generator, and building up the floor in the headworks building. Also to acquire, construct, install, operate, and maintain replacement of the vacuum and sewage pumps, controls, heaters, interior piping, valves, control buildings’ roofs, and generators at the Turkey Foot and Lick Run Vacuum Stations, which convey sewage to the City of Weirton for treatment. The project also proposes replacing the pumps, controls, and/or adding controls for a portable generator at 14 existing pump stations. Also to acquire, construct, install, operate, and maintain upgrades to the Route WWTP from a 0.3 MGD WWTP to a 0.4 MGD WWTP. To acquire, construct, install, operate, and maintain the installation of approximately 18,550 LF of 8-inch force main; construction of a new 540 GPM Newell PS to pump to the Hancock County PSD Rt. 2 WWTP, including a backup generator and odor control; rehabilitating the existing Grant Street PS and Midway PS, including new pumps, controls, generator, and one grinder pump station with 150 LF of 1.25-inch force main; and rehabilitating existing sewers within the Newell Co. system, including replacing approximately 17,285 LF of 8-inch gravity lines and 2,540 LF of 8″ force main and rehabilitating or replacing 170 manholes. The project also includes an additional Inflow/Infiltration (I/I) study with closed-circuit television inspection (CCTV) of Newell Co.’s collection system. Upon completion of the project, the Newell collection system will be operated and maintained by the Hancock County PSD, and the Hancock County PSD shall serve an additional 435 customers in the Newell area at the Route 2 WWTP and discharge treated wastewater to the Ohio River via Outlet No. 001 at approximate Mile Point 50.4. An antidegradation review was conducted and Tier 2 protection is afforded for the uses specified in 47 CSR 2, Section 6. Upgrades shall be implemented in accordance with the plans and specifications, approved the 24th day of April 2024, prepared by Herbert, Rowland & Grubic, Inc.; 220 West Kensinger Drive, Suite 100, Cranberry Township, PA 16066, and entitled “Hancock County Public Service District Wastewater Improvements Project, Hancock County, West Virginia; SRF Project No. C-544691; IJDC Project No. 2021S-1968”. Upgrades shall also be implemented in accordance with the plans and specifications, approved the 11th day of June 2024, prepared by Herbert, Rowland & Grubic, Inc.; 220 West Kensinger Drive, Suite 100, Cranberry Township, PA 16066, and entitled “NPDES Major Modification – Hancock County PSD: RT 2 WWTP, Hancock County, West Virginia; SRF Project No. C-544733; IJDC Project No. 2021S-1980”.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit modification and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins July 29, 2024 and ends August 28, 2024. Comments received within this period will be considered prior to acting on the permit modification application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit Modification(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit modification and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV, between 8:00 a.m. and 4:00 p.m. on business days.
