Petition to Update the MRBC Rates
Currently in Effect

REVISED NOTICE OF FILING AND HEARING

NOTICE is hereby given that Appalachian Power Company and Wheeling Power Company (the Companies), public utilities, have, on March 15, 2024, filed with the Public Service Commission of West Virginia a Petition to update the Modified Rate Base Cost (MRBC) surcharge revenues. The Public Service Commission’s June 30, 2021 Order in Case No. 20-1012-E-P required the Companies to file an annual MRBC update in March of 2022, 2023, and 2024. If approved, the increased rates will apply to electric service to approximately 460,774 customers in the counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne, Wetzel, and Wyoming.

The Companies propose to recover total incremental revenue requirements for certain rate base increases added between October 1, 2022 and September 30, 2023. The proposed increased rates and charges will produce approximately $32.2 million annually in additional revenue, an increase of 1.82% over revenue at current rate and usage levels. The average monthly bill for the various classes of customers will be changed as follows:

The increases requested vary by customer class and customer usage level. Individual customers may receive an increase that is greater or less than average. Furthermore, the requested rates are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this Petition. Any increase in rates will not become effective until authorized and approved by the Public Service Commission. The Public Service Commission has scheduled an evidentiary hearing on Monday, August 20, 2024, immediately following the close of the hearing in Case No. 24-0332-E-P in the Howard M. Cunningham Hearing Room, Public Service Commission Building, 201 Brooks Street, Charleston, West Virginia.

Anyone desiring to intervene should file a written petition to intervene by May 31, 2024. Failure to intervene timely can affect your right to participate in the proceeding. Requests to intervene must comply with the Commission’s rules on intervention. All protests or requests to intervene should briefly state the reason for the protest or intervention. NOTICE

The Raleigh County Commission on Aging is seeking bids for a 4-wheel drive meal delivery vehicle. The vehicle must be 4-wheel drive, have a refrigerated compartment capable of holding a minimum of 16 cases of milk (each case containing 50 1/2 pint cartons of milk) at a constant temperature of 40 degrees Fahrenheit or lower, and a heated compartment capable of holding 11 half size steam table trays or 180 3-compartment trays at a temperature of 140 degrees Fahrenheit or higher for 8 hours or longer. The vehicle must come complete with appropriate racks and shelves to accommodate cases and trays, and the bid must also include artwork for the vehicle as specified by our agency. The bid period will be August 12, 2024, till 3:00 PM EDT August 23, 2024.
