NOTICE OF PUBLIC HEARING
CITY OF WEIRTON, WEST VIRGINIA
SUBSTANTIAL AMENDMENTS TO THE FY 2019, FY 2021, FY 2022, and FY 2023 ANNUAL ACTION PLANS
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND
COMMUNITY DEVELOPMENT BLOCK GRANT – CORONAVIRUS (CDBG-CV) PROGRAM
The purpose of this notice is to present a Substantial Amendments to the City of Weirton’s FY 2019, FY 2021, FY 2022, and FY 2023 Annual Action Plans for the use of Community Development Block Grant (CDBG) funds and Community Development Block Grant – Coronavirus (CDBG-CV) funds. Notice is also hereby given that the City of Weirton, West Virginia will hold a public hearing on Wednesday, November 6, 2024 at 11 a.m., prevailing time, in Room No. 201, of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 on the proposed Substantial Amendments. The Weirton Municipal Building and Room No. 201 are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact Ms. Risha Marple, Program Manager by calling 304-797-8500 extension 1019 or emailing [email protected] to make those arrangements. Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or going online to www.westvirginiarelay.com If requested, a foreign language and/or sign language interpreter will be provided if the City is notified three (3) days in advance of the meeting. The purpose of this public hearing is to present a Substantial Amendments to the City’s FY 2019, FY 2021, FY 2022, and FY 2023 Annual Action Plans of CDBG funds and CDBG-CV funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG and CDBG-CV program budgets for the subject previously approved Annual Action Plans. The funds will be reprogrammed from projects/activ- ities that will be cancelled to proposed new projects/activities, and/or to increase funding for other previously approved projects/activities. This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: canceling an approved project/activity or adding a new project/activity or changing the scope of an approved project/activ- ity. Substantial Amendment No. 5 to the FY 2019 Annual Action Plan is proposed as follows:
CV-20-01 – CV-Administration . Reduce this project by $6,074.34 for a new project budget of $3,841.58.
CV-20-06 – CV-Weirton Senior Center HVAC Replacement . Reduce this project by $27,916.76 for a new project budget of $263,404.24.
CV-20-07 – CV-Weirton Christian Center – Touchless Bottle Filling Stations . Delete this project/activity in its entirety and reallocate a total of $2,601.31 to a new project/activity.
Uncommitted Funds . $2,000.00 has not been committed to a project/activity.
CV-20-08 – Bennett Drive Neighborhood Park Improvements. Create a new project with a budget of $38,592.41 to fund playground, park, and accessibility improvements at the Bennett Drive Neighborhood Playground facility.
The Substantial Amendment No. 1 to the FY 2021 Annual Action Plan is proposed as follows:
CD-21-05 – Weirton Park Board Sport League Entry Fee Scholarship. Reduce this project by $1,740.00 for a new project budget of $260.00.
CD-21-10 – Bennett Drive Neighborhood Park Improvements. Create a new project with a budget of $1,740.00 to fund playground, park, and accessibility improvements at the Bennett Drive Neighborhood Playground facility.
The Substantial Amendment No. 1 to the FY 2022 Annual Action Plan is proposed as follows:
CD-22-02 – Fair Housing. Reduce this project by $242.10 for a new project budget of $1,757.90.
CD-22-05 – Weirton Park Board – Sport League Entry Fee Scholarship. Reduce this project by $1,880.00 for a new project budget of $120.00.
CD-22-10 – Bennett Drive Neighborhood Park Improvements. Create a new project with a budget of $2,122.10 to fund playground, park, and accessibility improvements at the Bennett Drive Neighborhood Playground facility.
The Substantial Amendment No. 2 to the FY 2023 Annual Action Plan is proposed as follows:
CD-23-02 – Fair Housing. Delete this project/activity in its entirety and reallocate a total of $2,000.00 to a new project/activity.
CD-23-05 – Weirton Park Board – Sports League Entry Fee Scholarship. Delete this project/activity in its entirety and reallocate a total of $4,000.00 to a new project/activity.
CD-23-07 – CDBG Eligible Street Improvements. Reallocate $56,370.00 from the low- to moderate-income service area Street Reconstruction activity under this project to the city-wide ADA Curb Cuts activity under this project for a new ADA Curb Cuts activity budget of $281,370.00.
CD-23-08 – Bennett Drive Neighborhood Park Improvements. Create a new project with a budget of $6,000.00 to fund playground, park, and accessibility improvements at the Bennett Drive Neighborhood Playground facility.
In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), this Substantial Amendment will be on public display for review and comment for a period of thirty (30) days, beginning Wednesday, October 9, 2024. The Substantial Amendment will be available for review at the Office of Planning and Development, Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 a nd at the Mary H. Weir Public Library, 3442 Main Street, Weirton, WV 26062 , as well as the City of Weirton’s website

Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or going online to www.westvirginiarelay.com .All comments received by 4:00 p.m. on Thursday, November 7, 2024 will be considered by the City of Weirton prior to submittal of this Substantial Amendment to City Council for approval at their Monday, November 12, 2024 Regular Meeting. All interested residents are encouraged to attend this public hearing, and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to FY 2019, FY 2021, FY 2022, and FY 2023 Annual Action Plans for the use of CDBG and CDBG-CV funds.
