Request for Services Stone Wall Repairs – 2024 Invitation to Bid The Greater Huntington Park and Recreation District is requesting bids for the repair of a portion of the stone wall at Ritter Park Rose Garden. This project is to be completed by June 1, 2025. Services The contractor must carry out the described scope of work in compliance with the Secretary of the Interior’s Standards for Rehabilitation. Scope of Work The scope of work includes the following work items, which are supplemented by attached photos. 1. Rebuild outer wall at the Ritter Park Rose Garden installing drainage and backfilled with gravel to enhance drainage capabilities. This work is to include all labor, equipment, material, insurance, tools, permits, licenses and workers compensation necessary for the work described in the Scope of Work. Bidding The bid package is available by contacting Kathy McKenna, Executive Director at 210 11th St. #1, Huntington, WV 25701. Bidding Contractors must submit their bids by mail or hand delivery to 210 11th St. #1, Huntington, WV 25701 or via email no later than 4:00 pm on December 6, 2024. All bidders must submit evidence of qualifications on or prior to the bid date. Mandatory Prebid A mandatory pre-bid meeting will be held on site at Ritter Park Rose Garden, Huntington, WV on November 15, 2024, at 10 am. Bid Format Bidding Contractors must submit a detailed bid, listing all major elements of the Scope of Work. The bid package includes a Bid Form to be used by the Bidding Contractors in submitting their bids. Qualifications Contractors must show evidence of the completion of similar historic preservation projects. Contractors must also show evidence that they have the ability to complete the project in a timely manner and have appropriate licenses (local and otherwise) and insurances. Selection Process GHPRD will review all proposals and select a contractor for the project subject to the approval of the State Historic Preservation Office. Selection will be based on cost, experience with historic rehabilitation projects and the proven ability to complete the project. GHPRD will make their selection within two weeks of receipt of bids and will want to sign a contract with the Contractor by December 31, 2024. Payment Process Contractors must submit standard SHPO invoice forms provided by GHPRD for payment and will be paid for work completed. Invoices are to be submitted monthly. Contractors must allow approximately 2 to 3 weeks for payment of all invoices. Last payment will be held until the work is completed and approved by the State Historic Preservation Office. Source of Funding/Funding Requirements Partial funds for the project are through the WV State Historic Preservation Office (WVSHPO) and all work must be approved by the SHPO prior to payment.
