REQUEST FOR PROPOSALS – CONSULTING ENGINEERING/ENVIRONMENTAL FIRMS

The Big Bend Public Service District (PSD) is in the process of obtaining proposals from consulting engineering/environmental firms interested in performing/updating a Source Water Protection Plan for the PSD. The goal of the Plan is to identify and document ways to protect source water and groundwater under the direct influence of surface water by taking steps to reduce the likelihood of contamination.

The consultant will work with the PSD, the Bureau for Public Health (BPH), and Region I Planning and Development Council to update the PSD’s existing plan to meet or exceed all current legislative and BPH mandates.

Additionally, all potential contaminant sources must be prioritized by level of threat and the consultant must draft viable protective strategies and establish a communications plan that meets or exceeds all current legislative and regulatory mandates.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed fee basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, technical expertise, management and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner. The object of the competitive process is to objectively select the firm that will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to the contract award.

Proposals will be accepted until the close of business on January 17, 2025. The respondent is responsible for ensuring receipt of the proposal by the specified date and time.

Attention is directed to the fact that the proposed project may be undertaken through funding sources including but not limited to the Department of Environmental Protection, Bureau for Public Health, and Department of Health & Human Resources.
